The starting salary for this role is £66,774 per annum for working 36 hours per week.

An exciting opportunity has arisen to join Surrey County Councils' (SCC) Business Infrastructure team as a PMO Lead Capital Projects. SCC maintains an operational property portfolio of 2000 buildings, providing key services to the residents of Surrey. This is a wide ranging and fascinating estate, ranging from fire stations to offices, adult social care facilities to schools, farmland to libraries.

Land and Property is at the heart of a Council wide improvement programme with a view to delivering more efficient and cost-effective provision of services which link everything back to its finance, business, resource capability and culture across the Council's ambitious estates programme.

Reporting to our Head of PMO and Workforce Team, you will work in a PMO capacity: plan, develop, lead and monitor SCC's Capital Programme in order to ensure circa 100+ projects across a £100m - £200m per annum budget are on track for delivery.

You will ensure the Capital Programme and projects comply with best practice PMO standards and procedures including the provision of routine and adhoc reporting to include programme reports, performance against spend; budget, cashflow, contingency expenditure, progress against plan; risks and issues management; contingency plans, benefits tracking, dependency management and benchmarking delivery performance including KPI's.

You will also be involved in leading, embedding and ensuring compliance of PMO governance, processes and tools through collaboration and strong relationships with internal and external stakeholders and in liaison with Planning, Finance, Procurement and Legal business partners where required. This is a highly visible role and will require regular engagement, communication and influencing at a senior level within the Council and with external contractors.

To be considered for interview for this position your application will clearly evidence:

  • Professionally accredited in industry relevant Project, Programme and PMO practices for example: PRINCEII, Waterfall and Construction based methodologies.
  • Proven track record in managing and delivering the PMO function for large scale Capital/Construction programmes, with Capital Projects PMO proven experience in a County Council or similar public body or the private Sector essential.
  • Sound understanding of Capital/construction project and programme management best practice including RIBA Plan of Work (0-7).
  • Thorough knowledge and proficiency in the use of project and programme management office reporting tools including MS Office Suite (e.g., Excel, PowerPoint, Power BI) and PMO industry software.
  • Proven ability to analyse and manipulate data, create, own and present MI dashboards to Leadership level governance forums. An eye for detail and accuracy as well as the ability to work at pace and manage constantly changing expectations and priorities are essential skills for this role.
  • Proven experience and delivery in Capital Projects/Construction in the public and/or private sectors is a prerequisite to be considered for this role.

The team currently operates from our Woodhatch office in Reigate, but colleagues will be expected to operate in a flexible way to meet the needs of our customers and work demands, using agile working methods that allow business to be conducted from multiple locations including other office sites, home working, project sites and sites in the community.
