Job Duties:

As Senior Estates Officer, you will support the professional management of the property assets to ensure they are used efficiently and in accordance with the wider strategic asset management plans.

The role reports directly to Strategic Asset and Estates Manager.

You will be a key part of a working on a varied portfolio including Libraries, Adult Care sites, Fire Stations, Waste Recycling facilities, and operational properties (such as the council offices).

The role will be required to provide professional property advice on land and property matters in line with RICS standards and the County Council’s protocols. Responsibility for landlord and tenant activities (including rent reviews, lease renewals and lease regears), project work, strategic consultancy, professional estates advice to colleagues and other stakeholders, estate, asset and property management.

You will be required to provide instruction and manage our external property management consultants (and other external consultants as required). As well as be expected to work alongside colleagues in our legal services, property planning, development, and our service teams to realise the best possible solution for the county council taking in to account any specific requirements identified for each site. You will also oversee the process of gaining approvals within a political arena.

We also have the potential for a slightly lower qualified Estates Officer position aimed at recently qualified MRICS surveyors or qualified MRICS surveyors with a couple of years’ experience post qualification. Or alternatively people who have previously worked as an estates officer but are unqualified (e.g. not MRICS).

Salary Scales

  • Estates Officer Role (Level 11) - £38,296 (Pay Point 1) - £42,503 (Pay Point 3)
  • Senior Estates Officer Role (Level 13) - £48,923 (Pay Point 1) - £54,145 (Pay Point 3)

Under the current financial environment there is a drive to support the wider County Council budgets through efficient and effective use of property assets.  The savings and income generation required by services in the forthcoming years require changes to assets through investment, sale and acquisition. 

This coupled with the drive for a cleaner, greener, more environmentally sustainable county provides exciting challenges and opportunities to make positive changes for residents in Hertfordshire.  

  • We are looking for an experienced estates/property professional with knowledge in all aspects of estate management. MRICS preferred but not essential
  • Applicants with potential to grow into the role may be considered at a lower level reflecting their experience
  • This varied role offers both flexible and remote working
  • Applicants will need to demonstrate a thorough understanding of property, planning, legal matters and have a political awareness in dealing with sensitive issues
  • Experience of working for a Local Authority property area is desirable (but not essential)
  • Proficient ICT and Microsoft Office skills are required
