Lincolnshire County Council has a rare opportunity available for a Highways focussed Accident Investigation and Prevention (AIP) Manager. This is a vital leadership position within the Lincolnshire Road Safety Partnership (LRSP), providing the engineering function of the County's road casualty reduction strategy. Lincolnshire has one of the most extensive highway networks in the country, with all the challenges that a mix of rural, urban, and coastal assets brings.

About the role

Lincolnshire Road Safety Partnership is looking for an Accident Investigation and Prevention Manager, based in Lincoln, reporting to the LRSP Senior Manager.

You will take responsibility for managing the operational delivery of the Accident Investigation and Prevention Service to Lincolnshire County Council (LCC) and other external clients, ensuring compliance with national legislation, County Council policies, operating procedures, and objectives.  

You will manage, direct, and develop the AIP and Data Teams on all operational, technical, performance and financial matters, overseeing the identification, investigation, and evaluation of accident sites, planning improvements on existing highways.

You will be responsible for advising the County Council and partner agencies on all matters relating to Accident Investigation and Prevention.

You will also support the Lincolnshire Road Safety Partnership through participation in it's Management Team, delivering its objectives, working in coordination with other organisations and teams. Innovative partnership working is vital to the development of the service, business and strategic plans of LRSP.

Through developing and maintaining strong, positive relationships with clients, colleagues, elected Members and partners across all service areas, you will contribute to a conscientious culture of proactive, future-focused service delivery, engaging our customers and modelling accountability.

About the team

The Lincolnshire Road Safety Partnership (LRSP) was formed in June 2000 and now comprises the following organisations:

  • Police and Crime Commissioner
  • Lincolnshire Police
  • Lincolnshire County Council
  • National Highways
  • Lincolnshire Fire and Rescue
  • East Midlands Ambulance Service

The partnership was the first of its kind in the Country and co locates forensic collision investigators and casualty reduction officers from Lincolnshire Police with the County Council's Accident Investigation and Road Safety Teams to form a multi-agency centralised road safety unit. Lincolnshire Fire and Rescue also have staff based with the LRSP who co-ordinate all fire and rescue road safety related activity. Additionally, the deployment and maintenance of safety cameras is managed within the LRSP. Consequently, the entire core functions of road safety, namely engineering, education and enforcement are coordinated from this centre. 

About you 

Being a Chartered or Incorporated Engineer or have an equivalent HNC/HND in Civil Engineering is desirable, but people with a demonstrable level of skills/knowledge/experience in core competencies and appropriate level of technical skills in a highways related discipline will be considered.

You will have well-developed management skills of both people and resources, experience in managing budgets and financial reporting, and you will have experience of management and delivery of highway engineering projects, meeting the criteria of the attached Job Description.

You will have an in-depth knowledge of highways maintenance and construction techniques and practices, accident investigation techniques, traffic management, methodology and relevant areas of highway law.

You will have a working knowledge of the relevant statutes including: Highways Act, New Roads and Streetworks Act, Traffic Management Act, Countryside and Rights of Way Act, Health and Safety at Work Act, Construction (Design and Management) Regulations, Traffic Signs Regulations and General Directions.

You will work effectively as part of a team, collaboratively taking people with you through change, whilst building on people's strengths and supporting them to improve in areas of development.

You will demonstrate a passion for customer care, brilliant communication skills and an understanding of issues affecting all highway services, you will be able to play a key role in the delivery of services essential to sustain and grow Lincolnshire.

Whilst the usual experience, education, knowledge and technical ‘know how’ are all pre-requisites, the ability to lead, manage and inspire your team with the right culture, is just as critical. Likewise, is the ability to work constructively with corporate leaders, council members and stakeholders.

Lincolnshire County Council has a flexible working policy, which includes themes such as a flexitime approach, condensed hours, as well as initiatives such as buying additional leave.  We operate a hybrid approach to working, which is a mix of working from home and the office.  The expectation is that staff are in the office approximately once per week.
