Regeneration Programme Manager (Housing Supply)
Job introduction
We two roles to help with the delivery of the New Homes for Neighbourhoods programme to build much needed council housing in the city. The Programme Managers will be responsible for the coordination and delivery of the programme as well as managing project managers. Working with the Head of Regeneration and colleagues across the council you will help ensure the delivery of new homes on time and too budget, with local communities and key stakeholders engaged throughout the process.
1 permanent contract for 37 hours
1 fixed term for 12 months maternity cover for 37 hours. This will be offered as a fixed term contract to external candidates and is available as a secondment to internal applicants in line with our secondment policy.
About the role
Brighton & Hove is a city with an acute ‘housing crisis’, with over 16,000 households on the housing register, 1,800 in temporary accommodation and a serious shortage of affordable homes. Part of the Council’s response to the housing crisis has been to develop an innovative ‘New Homes for Neighbourhoods’ programme to build new council homes. The programme has been successful and has completed 15 new build projects with more onsite, in planning or at other stages in the programme pipeline.
We are looking for highly motivated people with experience in managing and delivering housing and/or regeneration projects and programmes to join our dynamic team. You will work with colleagues across the council, our partners and a range of key stakeholders in the city to deliver the programme.
The two Programme Manager roles are outlined below, however, both programme managers will have a responsibility for all elements.
- New Business, developer relationships, identifying sites for long-term programme pipeline/strategy, maintaining relationships with internal and external stakeholders regarding new sites across the city. Leading on development up to RIBA stage 1/2 including initial viability assessments and due diligence. Unlocking stalled sites and those requiring land assembly. Managing and overseeing larger more complex and major projects.
- Construction focus, leading on projects from RIBA stage 2 onwards with a focus on operational delivery of the programme and contractor procurement. Ensuring overall programme is meeting objectives and is providing appropriate assurances to internal and external stakeholders. Leading management of programme level risk. Identifying long-term funding for the programme.

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

Your specific working arrangements will be subject to team and service working arrangements already in place alongside Government guidance. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
