Knowsley is a dynamic, high-performing local authority, at the heart of the Liverpool City-region. We have a culture of achievement and delivery and continue to grow the Borough’s population through our ambitious house building, town centre redevelopment and inward investment plans.  This has not happened by accident.  It is the result of strong leadership and good governance, supported by the careful management of resources.

The Head of Workforce is key to this success story. You will have responsibility for managing the Council’s Human Resources and Organisational Development Service, its dynamic industrial relations climate and for the delivery of strategic transformation programmes, notably the Council’s Workforce Sufficiency Strategy and our ambitious equality, diversity, and inclusion plans.

Workforce transformation lies at the heart of our 2030 and Knowsley Better Together strategies.  We understand the acute challenges faced by local government currently, including workforce transformation in the face of critical recruitment and retention challenges.

We want to encourage people to join us so we can develop, nurture, appreciate and retain them.  Strategic workforce plans are central to this goal, and you will be at the heart of and driving this work.  To do so, you will be a strong influencer, with the ability to tackle complex workforce changes using sound human resource management principles and organisational development know-how.

Supporting the Council’s Executive Management Team and Elected Members to deliver the Council’s vision, priorities, and core values, is a key part of this role.  You will be a corporate leader with an exceptional record of improving and transforming services at a senior level, including evidence of positively changing culture and behaviours.  You will have excellent skills in developing partnerships and high performing teams.

As well as supporting colleagues and Elected Members in the Council, you will work closely with our partners and stakeholders to maximise opportunities for collaboration and engagement, working to develop solutions and new ways of working that support the sustainability of the Borough and the success of Liverpool City Region.

Additionally, as part of the Council’s senior management team, you will be expected to support a range of key priorities, which could differ over time.

Knowsley Council aspires to recruit and retain a diverse workforce which has the skills and understanding to improve the lives of the people of Knowsley through the provision of quality services responsive to individual, cultural and community needs. We actively encourage applications from under-represented groups including people of colour, those with disabilities and care leavers.

If you would like an informal discussion about this role, please contact James Duncan, Executive Director (Resources) email James.duncan@knowsley.gov.uk or telephone 0151 443 3407 or Justin Thompson, Assistant Executive Director (Corporate Support) Justin.thompson@knowsley.gov.uk or telephone 07810 053291
