Senior Programme Manager
The salary for this role is £62,363 - £70,414 per annum and is based on a 36 working hour week. This is a 12-month fixed term/secondment opportunity.

At Surrey, we are undertaking significant fast-paced improvement across the council. We are on a rapid change journey, with innovative approaches, energy and ambition. This role is critical in driving forward the council's ongoing transformation. You'll be working on an exciting range of projects, delivering on the final stages of a significant transformation across Libraries and Cultural Services for Surrey. These are projects that will deliver real improvements to the lives of people who live, work and study in Surrey. They're focused on all aspects of service delivery: our workforce, the systems that support our operations, the services and activities we provide, and the buildings from which we operate.
You'll be working with the Library Service, Surrey Arts and the Heritage Service, and with teams across the Council to support delivery and communication of the transformation.
This is a complex, high-profile programme, and it's an exciting time to join, with significant focus on delivery of benefits, demonstration of impact, and transition beyond the programme into a sustainable model with a cycle of continuous improvement for the services.
To succeed in this role, you will bring a proven track record in delivering similarly complex transformation programmes. You will have the ability to combine a firm focus on maintaining pace and quality of delivery, to plan and budget, with an awareness of the wider context and any impact or opportunities that might bring. You'll have experience of developing successful plans for sustaining services or activities, including financial sustainability.
Your experience of translating and summarising complex programme issues for reporting to senior stakeholders, and of the effective communication of plans, outcomes and impact, will ensure the value of the investment in the transformation is recognised and understood both within the Council, and by partners and funders, informing future decision making, and beyond, as we continue to work alongside communities across the County.

To be considered for this position your application will clearly evidence:
- Experience of managing significant, complex programmes of work to successful completion, within time and budget
- Experience of evaluating and demonstrating impact, with a track record of successes as a result, for example in influencing decision making and attracting investment
- Experience of applying a range of project management methodologies and tools to different scenarios, with successful outcomes (and relevant certification or demonstrable equivalent experience)
- Experience of effective stakeholder management across complex organisations, as well as experience of managing teams and driving successful outcomes, including through a matrix structure
- IT literate with strong understanding of Microsoft Office applications and the ability to learn and adopt new tools quickly

The role will be formally based in Reigate and some travel to other venues in Surrey will be required for specific meetings or workshops. However, during the Covid19 restrictions home-working is in place, and post Covid19 the proposal is to retain an agile workforce approach, including home working and flexible use of local offices in Surrey. We will make sure you have everything in place to do this effectively, including training in Microsoft Teams.
