The post holder will be accountable for the strategic management of complex contracts and procurement processes that drive the GLA’s and Programme’s goals, ensuring a focus on delivering value for money and enhancing outcomes for Londoners. They will ensure integration between the GLA Group Clean Power Commercial Programme and other related programmes and strategies, accelerates the purchasing of clean power, solar panel installations on buildings, heat pumps roll out and buildings retrofit among public sector organisations across London.&nbsp; They will provide commercial expertise to ensure this programme is delivered to high standard, provide guidance and support, engage with key stakeholders, and work closely with senior leadership and the Mayor’s Office to deliver the Mayor’s ambitions.
They will work with a wide array of stakeholders such as GLA Group organisations (Transport for London, Mayor’s Office for Policing and Crime, London Fire Brigade, London Legacy Development Corporation, The Metropolitan Police Service and Old Oak and Park Royal Development Corporation), central government, London Treasury, Community Energy Groups, London Boroughs, schools, and other delivery partners.
<h2>What your day will look like</h2>
<ul>

Reporting to the Facilities Officer &amp; Engineer, you will be responsible for ensuring excellent standards of customer satisfaction are maintained, providing the key interface between Council properties, the concierge and the facilities management service provision.&nbsp; You will liaise with customers, tenants, delivery partners, staff, contractors and public bodies as appropriate to ensure the provision of support services meets and exceeds service level agreements.
You will regularly update and monitor planned maintenance schedules, reacting to unplanned activities, ensuring all contractors are appropriately prepared and compliant for any works on Council premises and that procurement and delivery of these are compliant with the Council’s standards.
To be successful in this role you will need:

<li>Relevant, recent experience in the delivery of facilities management and / or estates management operations either through direct delivery or an outsourced service</li>
<li>Experience in work planning and management and creation of work programmes.</li>
<li>Experience in managing service provision by external providers</li>

We have an exciting employment opportunity to recruit an experienced Officer to work in the Housing Benefit and Council Tax Support Team. 
 
You will be part of a committed enthusiastic team, focused on high performance and working to challenging financial and operational targets. You will need a minimum of 2 years’ experience in processing Housing Benefit, Council Tax Reduction scheme, this includes complex assessments such as Universal Credit, Self-Employed, Students, and Persons from Abroad. You will help those on low income to sustain their tenancies ensuring their benefits are maximised. 
 
You will work using your own initiative and prioritise conflicting deadlines, manage your time efficiently with good communication skills. You will need a good standard of numeracy and literacy, effectively responding to enquiries received by letter, telephone and e-mail. 
 
You will need to understand and be responsive to customer’s needs, always presenting a positive and professional image to the customer, whilst ensuring effective engagement with vulnerable and challenging customers.

The LGA has been working with MHCLG to scope a new, fully funded support programme designed to provide capacity and capability support, at no cost, to councils seeking to establish, enhance, or accelerate their council housebuilding programmes. This initiative forms part of the government’s commitment to deliver 1.5 million safe and decent homes during this parliament, supported by a generational increase in social and affordable housebuilding.&nbsp;
We’re at the beginning of this exciting journey and will be co-designing this new programme with councils. To make it happen, we’re building a brand new team to shape, test, and deliver this work.
This new team will sit within the LGA’s Partnerships &amp; Improvement Directorate, alongside our other Place programmes: the Planning Advisory Service, One Public Estate, and the Joint Inspection Team.
Roles are offered on a full-time fixed term contract for one year, with opportunities for extension subject to further MHCLG funding.
The LGA is a member of the Local Government Pension Scheme. Secondments are particularly welcomed – these roles offer excellent development opportunities and exposure to both local and national housing delivery work. 
<h3>About you</h3>
If you’re passionate about social housing and want to help councils succeed, we’d love to hear from you. You’ll bring insight into council housing delivery, a solid understanding of local government, and a collaborative approach to working with public sector stakeholders.
All our roles require experience of a fast-paced working environment servicing multiple stakeholders, a collaborative mindset, and a continuous improvement mentality.
The Programme Manager should bring experience of establishing a robust programme approach to support a complex work programme, with strong problem solving skills.
You must have the right to work in the UK, the LGA are unfortunately unable to offer sponsorship visas. Evidence for the right to work in the UK will be requested at the interview stage.&nbsp;

<li>Good understanding of local government, its roles structures, and relationships. Previous experience of working in or with a complex political environment, preferably in local or central government</li>
<li>Demonstrable experience of success in leading complex, large scale, projects/programmes ideally in the public sector, and ideally involving housing/land/property/regeneration.</li>
<li>Demonstrable experience of successfully deploying project and programme systems, processes and protocols</li>
<li>Experience of line management, including managing a multi-disciplinary team. Ability to lead and motivate others, and to promote a culture of inclusion and respect</li>
<li>Excellent organisational skills and the ability to deliver under pressure, prioritising work against competing demands to meet deadlines. Good financial and resource management skills.</li>
<li>Strong influencing and negotiating skills; confident and resilient with good people skills.</li>
