Leeds City Council has embarked on its largest programme of council housing development for several decades. It has already committed to an investment of over £100m in the Council Housing Growth programme and is now growing its delivery team. The Council Housing Growth Team is a large team of dynamic multidisciplinary professionals striving to deliver high quality general needs and extra care housing to meet the diverse needs of the residents of Leeds. The Council has committed to:
- Deliver 100 general needs units using traditional build and modern methods of construction which are currently in design or construction
- A further phase which will deliver 350 general needs units and 200 extra care apartments over the next 3 years which are currently in the pre-procurement and procurement stages of delivery
- Deliver a pipeline of new sites (both LCC owned an via acquisition) to support our ongoing programme target of delivering a minimum of 300 new council homes each year beyond this next phase
- Work in partnership with external providers to deliver multiple extra care schemes across Leeds
As Procurement Projects Officer in the Council Housing Growth Team you will play an active role in supporting the preparation, management, monitoring and evaluation of tenders. You will be responsible for publishing tender documentation and responding to and communicating with bidders on behalf of the Council. You will support the administration of contract awards. You will provide advice and guidance to project teams as required. You will ensure that procurements comply with procedures, policy and statutory and regulatory requirements. The role will be flexible and you will be expected to work dynamically on a range of projects and procurements.
You will have an understanding and practical experience of procurement and commercial approach at a level equivalent to CIPS Global Standard for Procurement and Supply Operational competency level. Ideally you will have worked on housing or construction procurements in a public sector environment. You will be self-motivated, versatile and delivery focused. You will have a ‘can do’ attitude, particularly when it comes to problem solving, and you will excel at working as part of a team in a fast-paced environment. You will have experience of managing competing priorities and workloads and responding quickly and appropriately to business needs.
