The Repairs policy team in Place department is looking to recruit to the Contract Management Officer role (current grade 11, pending review) on secondment basis.
Croydon Council has a 14,045 residential properties and residents are provided with a range of services such as responsive repair, ad-hoc planned and cyclical programme for the maintenance and improvement of the Council residential stock with a combined annual value of £12M. The services are provided through the partnering contractors and a robust commercial contract management is required to support the effective and good VFM service delivery to the Council tenants and some private residents.
The repairs policy team plays a key strategic and commercial management roles for the delivery of high value responsive repairs, cyclical and ad-hoc capital contracts. The contract management officer role will be taking the client commercial role in monitoring, benchmarking, financial forecasting, auditing and reviewing a range of contracts including the responsive repairs partnering, pest control and partnering consultancy contracts. The candidate will be providing an expert IT support in writing bespoke OHMS and Access reports for generating information for effective repairs and investment planning for housing stock. This role requires excellent understanding of commercial contract management and audit requirements in housing repairs and investment context; good understanding of price per model repairs delivery; strong contract management; expert IT and financial management skills in a very challenging client/contractor arrangement. The post holder will also be required to work with a range of internal and external stakeholders, will need to work to very strict deadlines and work as a team.
The successful candidate will have an excellent ability to use Excel, Access and data management skills; ability to carry out research, write reports and recommend innovative solutions based on analysis of large data sets.
