Are you an experienced Procurement specialist who can help shape our procurement strategy and approach? Are you able to gather requirements and develop tender Specifications? Can you offer advice and support about procurement processes to others?

 

The Council’s Procurement Office has been established to enable purchase of supplies/ services /works, implement streamlined efficient processes, ensure value for money and delivery of savings, as well as ensuring compliance. This is an opportunity to contribute your Procurement expertise to help shape the procurement strategy and modernise the approach taken to create an innovative and exciting function.

 

The Procurement Officer will engage directly with Buying Managers across the Council’s functions to offer innovative solutions and lead and manage high value and complex procurement exercises (>£100K including OJEU). During 2019/2020 our procurement programme includes IT infrastructure and systems, exciting regeneration projects and various Housing Maintenance contracts. Demonstrable experience of requirement gathering and developing and writing comprehensive tender specifications is essential. Experience in contract management from commencement to expiry is also required.

 

For lower value tenders and quotes, the Procurement Officer will provide advice and support to Buying Managers to ensure compliance with procurement practises and relevant legislation.

 

The successful applicant will be able to communicate at all levels of the organisation and share their expertise by coaching and supporting Buying Managers at all stages of the procurement process.

 

Excellent communication skills, both written and oral, with advanced skills in Microsoft Office packages are necessary. In return we offer an excellent benefits and conditions of service package.
