This post is part funded by the European Regional Development Fund element of the Tilbury CLLD programme on a fixed term contract until 31st December 2022.
Tilbury CLLD is a community-led local development programme, which will run until 2022. It has been granted £2.2million from the European Structural and Investment Funds Growth Programme 2014-2020 that will be match-funded with £2.2million from other sources.
The project will help people overcome barriers to employment in Tilbury. It aims to get hundreds of unemployed people into work, education or training, and the most disengaged actively looking for jobs. It also seeks to help the development of 40 new small and medium enterprises, through start-up grants and other support, as well as support about 68 existing businesses with funding available for upgrading shop fronts and other improvements.
Funding will be allocated to delivery organisations through bidding rounds overseen by a Local Action Group made up of public and private sector individuals and organisations. The Council has agreed to act as the accountable body, taking on responsibility for overall management of the programme including managing bidding rounds, contracting with delivery organisations and monitoring compliance with the rules of the programme.
Thurrock Council has an excellent track record in ERDF and ESF programme delivery and is keen to maintain and enhance this through the delivery of Tilbury CLLD. Our ideal candidate will have:
- Excellent knowledge of compliance and monitoring principles with practical experience of applying this knowledge in EU funded programmes;
- Good knowledge and understanding of European Structural Investment Funds, especially ERDF and ESF;
- Strong organisational and analytical skills; and
- Some experience of economic development programmes.
Community Led Local Development (CLLD) projects are funded by both ESF and ERDF funding streams. The Compliance Officer will be part of the Tilbury CLLD ERDF and ESF Programme Management Team. They will need to ensure that all aspects of compliance related to the Tilbury CLLD project are effectively managed to create a robust audit trail in line with EU requirements.
