Commissioning and Market Development Managers - Northamptonshire Adult Social Services Northamptonshire Adult Social Services (NASS) is creating two posts to join the Commissioning and Contracts Team: • Commissioning and Market Development Manager - Older People. (£42,527 - £47,968) • Integrated Commissioning and Market Development Manager - People with Learning Disabilities and other adults of working age with disabilities. (£42,527 - £47,968) These are permanent posts and we are looking for enthusiastic, suitably qualified people who will drive forward our commissioning programme. The successful candidates will combine their knowledge of the client groups with sound experience of the commissioning cycle and its application to the design and delivery of outcome focused services and effective care pathways. This will include close partnership working with our health colleagues, as well as with a range of statutory, independent and voluntary sector providers. As a Commissioning Manager, some of your responsibilities will include: • Developing strategic commissioning plans involving stakeholders, including people who use services and their carers; • Managing the commissioning cycle including the design and development of services; • Developing the market for services including market shaping and workforce development; • Promoting a person-centred, strengths-based approach in the design and delivery of services and support; • Developing and maintaining good working relationships with a range of partner agencies across the health and social care system, including the voluntary sector. All commissioning activity implements the Council and NASS plans, meets our statutory duties under a range of legislation and relevant national policy, and develops local strategies that respond to these requirements and the needs of the local population. The commissioning process requires strategic planning for service improvements, service redesign and development including plans for de-commissioning and developing and implementing best practice, always having a focus on person-centred outcomes. The Council is currently resourcing the Commissioning and Contracts Team to meet future challenges including an increase in the number of older people and the Transforming Care agenda. You will be joining a talented team which has a good skills mix and who are friendly and supportive. The Integrated Commissioning and Market Development Manager is being advertised at the same time as a similar CCG commissioning post and applicants for both posts will be interviewed by a joint health and social care panel. There is an expectation that people will work flexibly and cover other specialist areas depending on priorities and pressures within the Team at the time. You must be self-motivating, able to work to tight deadlines and able to prioritise your work. The closing date for applications is 12.00 noon 15 February with provisional interviews dates for the Commissioning Manager post for LD on 26th or 27th February and for the Commissioning Manager post for OP on 13th March.
