Starting Salary: £38,766 pa progressing to £40,653 pa (PO3)

We are looking for 3 dynamic individuals with experience of working in strategic procurement and systems environment, to join our newly shaped Strategic Procurement Hub. The Procurement Hub is responsible for management and development of the Council’s electronic Source –to- Settlement systems and plays a key role in ensuring governance, compliance and good practice within both the procurement community and wider Council, providing technical support for EU tenders, and advice on national frameworks and Council’s local procurement procedures. Candidates will ideally have demonstrable experience of working within a public sector procurement environment and engaging collaboratively with a diverse range of cross functional teams.
You should be an effective communicator and have the ability to prioritise and organise a busy workload.
As Strategic Procurement Officer, you will support the development and maintenance of procurement policy, templates and training for our procurement activities. You will maintain expert, up-to-date knowledge on all legal, policy and best practice procedures for procurement; interpreting and making recommendations for implementation within the Council.
You will provide essential support in ensuring the Council’s sustainability framework is fully embedded into processes and so proven procurement experience and knowledge with sound technical expertise of best practice within the public sector with an in-depth knowledge of the public sector regulatory framework, including the Social Value Act 2012 is desirable,
You will have, or will be working towards a relevant professional qualification such as CIPS and will have an excellent understanding of control frameworks, process design, governance and compliance.
More specifically, you will:
- Assist in shaping and developing the Council’s procurement policy, process and template documents, Provide support for implementing our sustainable procurement strategy and its action plans Maintain the Council’s Procurement Forward
- Organise staff training and suppliers engagement activities
- Assist with maintaining the Council’s suite of Terms & Conditions, interfacing with legal advisors when updates are required
- Assist the Strategic Procurement Manager with implementing corporate polices, such as Modern Slavery, ensuring that they reflect our approach to tackling the relevant supply chain risks
