E-Procurement Systems Officer
Starting Salary: £38,766 pa progressing to £40,653 pa (PO3)

We are looking for 3 dynamic individuals with experience of working in strategic procurement and systems environment, to join our newly shaped Strategic Procurement Hub. The Procurement Hub is responsible for management and development of the Council’s electronic Source –to- Settlement systems and plays a key role in ensuring governance, compliance and good practice within both the procurement community and wider Council, providing technical support for EU tenders, and advice on national frameworks and Council’s local procurement procedures. Candidates will ideally have demonstrable experience of working within a public sector procurement environment and engaging collaboratively with a diverse range of cross functional teams.
You should be an effective communicator and have the ability to prioritise and organise a busy workload.
As e-Procurements Systems Officer, you will provide support for the implementation of improvements in procurement systems and processes in support of corporate initiatives and objectives, you will work closely with the procurement teams, but also other stakeholders, both internal and external such as local businesses and the third sector organisations to ensure that purchasing activities comply EU and UK legislation, Council’s Standing Orders, procurement strategy and policy guidance and procedures, therefore, knowledge of the public sector procurement regulatory framework is desirable.
You will be technically adept, and proficient in using Microsoft Office programmes, and have the ability to work confidently and accurately with numerical data.
Finally, you will have demonstrable communication, negotiation and influencing skills that enables you to work effectively with both internal and external stakeholders from differing professions and backgrounds.
More specifically, the role will provide:
- support for the e-tendering and contract management systems
- systems training to Council officers and procurement colleagues and helpdesk support service for users of the procurement systems
- manage the Council’s purchasing and fuel cards systems and the Council’s supplier database
