An exciting opportunity has arisen for a number of Contract Officers to join the Contracts Team within Adults Commissioning, part of the recently developed Commissioning Directorate within People and Communities. We are looking for experienced, motivated and dynamic individuals to join the team in the role of Contract Officer. The opportunities equate to 3.2 FTE, with applications for full time, part time and job shares being considered. The roles are based at Babbage House in Cambridge, with a requirement to work and travel across Cambridgeshire and Peterborough. The Contract Officer is a key part of the Contracts Team, which is responsible for monitoring, managing and administrating contracts across Adults’ Social Care. The Commissioning Directorate manages all contracts across People and Communities, ensuring there is robust contract & performance management in place. The service also works with providers around continuous improvements in quality and variations in services, and costs where appropriate; it also ensures that brokerage of placements is managed in one place. The service provides the following functions: • A centralised contract management and quality improvement function • A centralised administration function to support the procurement and contracting processes • Market management and development in line with Commissioning Intentions • Lead liaison with LGSS Procurement Team, LGSS Law and LGSS Finance Teams • A strong and collaborative link to the Care Quality Commission • A strong and collaborative link to Local Safeguarding Boards and their subgroups • Representation at the East Anglia Quality Surveillance Group (QSG) – chaired by NHS England • Identification of opportunities to work collaboratively across local authority boundaries • A brokerage function for young adults, mental health, adults with physical and learning disabilities, Autism and older people • Managing placements and contracting for home care provision • A joint Brokerage function with the CCG. • Placement/resource panel arrangements You will need to hold 3 A Levels or NVQ Level 3 qualifications, and have achieved at least a grade C GCSE in Maths and English, with evidence of continuous professional development. You will need a good working knowledge of Adult legislation, including safeguarding and standards, and ideally have skills in contract administration, monitoring and compliance - although training will be provided. You will also need a good working knowledge of Microsoft software such as Word and Excel.
