Brighton & Hove City Council IT is seeking to recruit an IT Project Manager. The Change Delivery Team within IT & Digital Services is responsible for delivering major IT business solutions to support change initiatives across the Authority. We require an experienced Project Manager who will be able to use their IT&D knowledge to ensure that projects are delivered on time, in budget and within scope.
You will have significant experience in being able to plan with an ability to solve complex problems. The successful candidate will have a pro-active, positive attitude and an ability to work under pressure. You will need to be able to hit the ground running with a focus on meeting deadlines.
Experience of delivering and supporting change through the introduction of new IT business systems will be advantageous. You will need good interpersonal and negotiation skills being able to build strong relationships with customers and other IT & Digital Service teams.
The Change Delivery Team is part of the Projects and Innovation group who are responsible for delivering major IT change across all services of the Authority and a number of external partners. The team comprises of a number of Project Managers and Project Officers providing support.

Our project managers are at the centre of a major transformation programme to deliver IT solutions that make the Authority’s staff more mobile, flexible and responsive, providing them with ability to work in partnership with colleagues, other public bodies, agencies and residents, using a variety of IT devices, tools and applications.

• Rollout of Microsoft Office 365
• Windows 10
• Replacement of BlackBerry devices with iPhones
• Replacement of Housing & Adult Social Care case management systems
• Data Centre move
Working with Heads of Services, Business Partners and other key stakeholders, you will develop and agree projects briefs, PIDs, and project and resource plans, and be responsible for the day to day management of projects, and ensuring completion to agreed cost, time and quality criteria. This will often involve working and negotiating with external suppliers, as well as management of a virtual project team.
You must be an experienced PRINCE 2 project manager. As a recognised expert in the theory and practice of Project Management you will develop good Project Management expertise in others and enhance Project Management processes in the organisation. Ideally you will also have had exposure to AGILE project delivery.
You will manage virtual project teams and will therefore have good communication, engagement and organisation skills together with credibility in the role.
The post requires strong influencing skills and the ability to bring together project sponsors (usually senior managers), expert advisers, external consultants, contractors and end users together to form an effective team focussed on delivery of the projects.
Brighton & Hove City Council, East Sussex County Council and Surrey County Council collaborate on a number of business services and therefore the successful post-holder needs to be flexible in terms of working across these organisations as project demands arise.
