Commissioner SEND
Commissioning high quality special educational need placements is a priority for Halton Borough Council. Ensuring that these placements are not only robust, but also offer the best possible value for money for the Council underpins this. This post will sit within the newly established centralised placement division which has been set up in Halton to have the dedicated focus, oversight and responsibility of the whole lifecyle placement process.
The postholder will lead on the development of the SEND Commissioning Strategy for the placement of SEND pupils in out of borough and independent provision, providing commissioning advice and working in partnership with colleagues in Education, Health and Social Care. Developing rigorous quality assurance and safeguarding procedures and securing the best value for money for all SEND placements is the key focus for this post.
A professional qualification in Education, Health or Social care is essential along with an in depth knowledge of all relevant legislation within the Special Education Needs. The postholder will need to have extensive strategic management and commissioning experience, knowledge of all EU procurement legislation and requirements and experience of working with children and young people.
