We are looking for someone with wide procurement experience working within a Housing environment at a senior level. You will be required to provide high level specialist procurement advice to managers and co-ordinate procurement activities across the Housing Department, making sure that the service achieves best value from all its contracts
You will have experience leading major procurements for all aspects of the repair and maintenance of Housing Stock within the public sector. You will either hold, or be studying for MCIPS, or have equivalent experience. A construction related qualification is desirable but not essential.
With the public sector facing major financial challenges over the coming years, getting value for money is more important than ever. You will provide strategic advice in relation to the procurement and contract management of all property-based Housing Contracts and will be involved with a range of procurement projects making sure they are conducted in line with the regulatory requirements, our policies and service priorities.
You must be able to work independently and inspire confidence in your professional judgement while building successful working relationships with diverse stakeholders at all levels of the organisation and negotiating authoritatively with external suppliers. To thrive in this role, you will need strong project management and programming skills, a good understanding of construction and housing services and very well developed political awareness.
You will report to the Category Lead for Construction and Environment and direct the work of a Housing Procurement Officer. You should have solid IT skills including MS Office and Excel, a comprehensive knowledge of the different construction contracts, OJEU processes and regulations and the legislation relevant to the delivery of Housing Services.
