About the role
Havering is currently undergoing significant change that will see the face of the borough transformed to suit that of the third largest in London. This is driven by changing demographics and the impending introduction of Crossrail that will see Havering better connected than ever before. Developments will see the introduction of 15,000 new homes, including 2,000 social homes.
Havering Council has an ambitious place-shaping agenda to deliver essential change, as well as support its residents, workforce and other stakeholders in embracing the change to come.
This is both a challenging and exciting time for the Council and this post will put the successful candidate at the very heart of what is to come.
As Chief Operating & Section 151 Officer (“COO”) you will be an essential cornerstone in our senior leadership team. Reporting to the Chief Executive, this highly influential post combines responsibility for the Council’s finance and transformation. This will position and empower you to make your mark in helping to ensure the organisation is fit for purpose as the Council moves forward.
This is also an ideal time for you to join us. We have a new leadership team and there is a great vibe of enthusiasm and a genuine ‘in it together’ approach.
As COO you will pick up the mantle in continuing some of the excellent and innovative work that is already in motion, as well as helping to secure our future financial stability through the modernisation of service delivery and income generation. At the same time, you will retain a sharp focus on demand management and supporting behavioural change throughout our community in helping increase the level of independence.
Whilst you will be a CCAB qualified accountant, this role is far more than a traditional finance role. As such, we require a dynamic, outward going and change orientated individual.
Though a Local Authority background is not essential, you will have a sound understanding of the financial challenges within the public sector.
Furthermore, you will be politically astute and skilled in managing complex relationships, influencing people and galvanising support.
As one of London’s largest boroughs geographically, with excellent travel connections, award winning green spaces, a great riverside location and affordable housing, Havering is on track to becoming a perfect place to live and work in Greater London.
