Service Design & Insight Team Lead

£43,815 to £46,857

About us

Newham is a vibrant, ambitious borough, and we are proud of our commitment to ‘Build a fairer Newham’. Newham is an incredibly diverse borough that has created a place that is truly unique and valued by those who live and work here. It features iconic landmarks, such as the London Stadium and Olympic Park. Plus, there’s a strong local community spirit here.

The Transformation Directorate delivers change programmes to drive forward the Council’s priorities and radically transform services to provide innovative solutions to complex issues. It is made up of a dedicated team of change professionals, including the Service Design & Insight Team.

The council is pursuing a far-reaching transformation agenda to better meet the needs of our residents so it is an exciting time to join us.

About the job

Good services don’t happen by accident. The Service Design & Insight Team undertake rigorous research and generate insights to understand what the needs of Newham residents are, and use a collaborative approach with a wide range of stakeholders to design and improve services that we test to ensure they make a positive and ongoing impact.

As a key member of the Service Design & Insight Team, you will support and lead on service design projects, generating insight and using this to design and prototype services to improve the outcomes for people living and working in Newham whilst working well for the Council. You will work alongside other change professionals in the Transformation Directorate, and draw on support from our Digital Directorate when required.

The work we do is far-reaching and varied, dealing with seemingly simple interactions or with large complex social problems. As a corporate team we work across the whole council and where required with our strategic partners, so the projects you support or lead could involve addressing any of the complex social problems the Council faces or any of the services the Council provides. Projects this year have included designing a wrap-around service for people living in temporary accommodation, helping reduce the time it takes to devise Education Health & Care Plans for children with Special Educational Needs, improving the Council’s response to complaints, and applying behavioural science to reduce the number of residents who go into debt.

We are dedicated to making Newham a great place to work and to develop and apply your change and transformation skills. We offer you:

  • A competitive package with a salary range of £43,815 to £46,857 (grade PO4)
  • A secure and flexible salary based pension scheme
  • Newham’s bespoke Transformation Training Offer
  • Support and coaching from our Service Design & Insight Managers and the Head of Service Design & Insight
  • Office based or hybrid working depending on your preference
  • Wellbeing services, and leisure and discount benefits
  • The opportunity to work in a richly diverse, challenging, and supportive inner London Borough.
About you

We are looking for someone who is energised by design thinking and applying it in a local authority context, with proven experience as a service designer or across a range of relevant related disciplines.

You have an inquisitive mindset as you will need to ask a lot of questions to get to the bottom of a problem and find out why things are the way they are. You can balance the analysis of a range of quantitative data, such as demand and performance data, with qualitative information about residents that reveals their experience and tells their stories.

You are a great communicator, excellent at building trusting relationships, and enjoy facilitating sessions that enable everyone to participate meaningfully. You are comfortable holding uncertainty and testing ideas before converging on the best way forward.

You enjoy working collaboratively, using and building on your experience, knowledge and skills, and sharing your ideas with colleagues. Incorporating behavioural insights into service design is an emerging discipline so we are looking for someone who is willing to learn about and apply behavioural science as a way to build upon your existing service design skills.
