About the role

We are looking for a highly motivated person to join the Transport Operations Team to provide specialist technical advice about suitable vehicles for different council teams carrying out a wide range of council functions e.g., Housing, Parking and Parks services. 
The role will work with outside companies to lease or purchase the vehicles and arrange the ordering and delivery of those vehicles. You will also oversee the contracts for the hire of short term vehicles and vehicle maintenance and act as a representative for the team when contacted by senior management or internal and external stakeholders.

What is the role? 

Reporting to the Transport Operations Manager

You will be responsible for:

The provision of the council’s vehicle fleet ensuring compliance with statutory requirements.  This includes day to day management of PCC corporate hire car service contract

The administration of vehicles, liaising with external companies and internal services over transport need, and for the day-to-day resolution of operational problems

Developing new training schedules or courses for staff who drive on behalf of Portsmouth City Council in line with changes to legislation and ensure their successful roll out. Managing and monitoring training schedules for staff who drive on behalf of Portsmouth City Council

Liaising with Councillors, members of the public and other organisations regarding general enquiries in respect of the work of the Fleet Service including dealing with correspondence, attending meetings, and preparing reports

Representing and providing technical expertise on behalf of the Transport Operations Team in the development of policy and strategy related to the fleet e.g., Parking Strategy, Driving for Work policy and have a level of knowledge of emerging and new fleet technologies and have a keen interest in furthering that knowledge through continuing professional development.

 

What you’ll need to succeed

Who is the person?

You need to have:

Full Current Driving Licence 

Relevant work experience, ideally experience gained working in a fleet environment  
    
Good interpersonal communication and networking skills, which enable you to build effective relationships and have a positive influence on stakeholders and colleagues.

Good communication and IT skills, with the ability to articulate ideas and share information.
    
Ability to work independently and proactively, along with the ability to prioritise, make decisions and think through complex and conflicting issues
    
Appreciation of the work of the Transport Operations Unit as part of a wider transport policy; including awareness of national guidance and standards, including key stakeholders the role they play.
