The Highways Development Management Team is looking for a highly motivated and enthusiastic person to join this busy team as an Assistant Highways Officer.

Job Duties:

As a statutory consultee on Planning Applications, our well-established Development Management Team in Highways is looking for an Assistant Highways Officer to join us to support Hertfordshire’s growth.

The role is to support the Section 106 Monitoring Officer and other members of the Highways Development Management Team. You will be expected to update technical databases to manage the team’s workload and track performance. The post will also involve responding to queries from our customers. You will possess excellent attention to detail, be a good facilitator with the ability to work with different teams to deliver results. The successful candidate has the opportunity to develop the skills required to progress within HCC’s Environment & Transport Directorate.

This is a fast-paced environment, but with flexible working; liaising with developers, their consultants and contractors and facilitating their improvements to Hertfordshire’s Highways. Make a real difference to our county, from securing Section 106 contributions towards a new cycleway, to processing an application for a new road adoption. Therefore, you will need to be able to work under pressure and be extremely well organised, taking a pro-active approach to your workload.

You will need to deliver excellent customer service and be able to ensure work is carried out to a high standard within agreed timescales. With highly developed interpersonal skills you will grow to be confident in advising colleagues on Section 106 policy and best practice. You will be competent in Microsoft packages, and experience in SQL (Structured Query Language) will be a distinct advantage.

Qualifications & Technical Skills required:

  • 4 GCSE or ‘O’ Level grades A-C, including Maths and English
  • Ability to prioritise own workload
  • Assist with Section 106/278/38 agreements and other document management
  • Assist with budgetary and financial control
  • Ability to build and maintain effective working relationships with people
  • Proficient with MS applications: Word, Excel, Outlook, Teams & PowerPoint and SQL 
  • Ability to arrange meetings and take notes
  • Good written and verbal communication; problem solving, analytical, organisational and time management skills
