We have an opportunity for a Strategic ICT Business Partner to join the Technology and Innovation department on a permanent basis.

The post holder will work in a collaborative capacity for the shared services organisation; “oneSource”.

oneSource is a local government-based organisation governed by a Joint Committee made up of Members from the London Boroughs of Newham (three Members), Havering (three Members) and Bexley (one Member). It provides a broad range of strategic, operational, and transactional services to the three London boroughs (finance plus revenues and benefits contract management only in Bexley), and has been in operation since April 2014 (April 2016 in Bexley). It covers over a thousand staff, who remain employed by their 'home' councils.


The original aim of oneSource was to drive down costs and make savings in order to help protect frontline services for residents and oneSource has done this – by 2018/19 it will have delivered annual savings of over £12.6M.

Strategic  ICT Business Partner

£54,782 - £67,932 pa

The role of Strategic ICT Business Partner is required on a permanent basis to fill a newly created position, which is critical to deliver and support council wide projects for service improvement and transformation through technology and innovation.

Key Responsibilities

Acting as the first and foremost contact between ICT and the business

Understand ICT strategy and managing its implementation throughout service areas

Advise on a wide range of ICT issues to a diverse range of internal and external stakeholders

Champion efficient and business focused strategic ICT solutions, identifying and tracking benefits throughout the lifecycle.

The role will be based at the Dockside Office in Newham, London with travel to other UK sites required on occasion.

You will be highly motivated , self starter with a plethora of experience working within ICT preferably in a customer facing role. You will have an excellent knowledge of business needs and how ICT can best serve these. You will be a competent communicator adept at understanding technical information that in turn can be explained to various levels of hierarchy and competency.

Skills, Knowledge and Experience required

  • Experience of working within ICT ideally in a position that liaises with other business directorates at a senior level of hierarchy.
  • Experience of working to implement strategy across an organisation..
  • Experience of working in partnership with a leadership team in a senior managerial capacity, in order to develop and deliver ICT plans and strategies in turn contributing to delivering a successful business plan.
  • Demonstrates; conceptual thinking, analytical thinking and strategic thinking abilities.
  • Sound understanding of ICT; technology, systems and best practice
