This is an exciting time to join the procurement team at Chelmsford City Council and Uttlesford District Council, with the new Procurement Act coming into force next year providing opportunities to develop our councils’ approach around social value, sustainability and modern slavery through policy, strategy and staff training. This is varied and interesting role with opportunities to work with senior leaders and to build experience across a broad range of category areas, including Professional Services, Construction, Operational Services, Leisure and Heritage, Corporate Resources and Digital Services.
We are looking for an enthusiastic, flexible individual to join us as Senior Procurement Officer. We are looking for someone who thrives on challenge, has a strong desire to continually improve practice, and who can deliver an excellent, customer-focused service. This is a busy service with often changing priorities, so being well organised, resilient and adaptable is essential.
The Senior Procurement Officer will need to successful deliver a programme of procurements which will include large-scale contracts, undertaking open tenders as well as mini competitions through framework agreements. We are looking for demonstratable experience of running a procurement process from inception through to contract award and implementation as well as an understanding of how to develop effective tender documentation and evaluation criteria.
The post holder will be undertaking market and supplier analysis to inform procurement activity, and contract management training as well as delivering the development of the procurement and contracts module to the Enterprise Resource Planning system across the councils so an eye for detail, the ability to undertake research and analysis along with sound IT skills is essential.
