The starting salary for this position is £32,173 per annum for working 36 hours per week. Based at Merrow Complex in Guildford, the role will also involve working within partner organisations' offices. This is a 24-month fixed-term contract or secondment opportunity.

Surrey County Council is the Lead Local Flood Authority (LLFA) for the county of Surrey and our duties under the flood and Water Management Act 2010 are delivered and coordinated by the Strategic Network Resilience (SNR) Team. As LLFA we have the responsibility of managing the risk of flooding from ordinary watercourses, surface water and groundwater. We also have a duty to investigate flooding and to produce a flood risk management strategy. We do this in partnership with other Risk Management Authorities such as the Environment Agency, Water Companies, and Borough and District Councils.

Surrey County Council is a statutory planning consultee for surface water drainage on all major planning applications and also provides a pre-application service and advice on minor developments to support Local Planning Authorities and decision makers. As part of our Greener Futures agenda we also strive to encourage and influence development of true Sustainable Drainage Systems (SuDS) across the county. These are systems that holistically deliver flood risk, water quality, amenity and biodiversity benefits.

To help us improve our support to Local Planning Authorities we are looking for a Critical Drainage Officer to work within the team and across the county to:

  • Assess all levels of planning applications against requirements for sustainable drainage within the National Planning Policy Framework and Technical Standards 
  • Provide advice to Local Planning Authority consultations and developers on drainage schemes
  • Carry out assessments of Ordinary Watercourse consent applications

To be shortlisted for interview your CV and cover letter will clearly evidence:

  • Knowledge of the legislative framework covering flood risk, sustainable drainage and ordinary watercourses
  • Knowledge of current best practice regarding sustainable drainage systems (SuDS) design and calculations, and policies within the Town and Country Planning regime
  • Experience of reviewing and influencing plans relating to drainage and improving flood risk by negotiating with developers and other external partners
  • Experience of providing expert advice to a range of stakeholders
  • Experience of assessment or design of engineering works affecting watercourses
