Work Pattern
: Full Time, Permanent (37 hours)

Countywide (this role has an element of hybrid working but is people facing and Countywide, 2-3 days in the office)

Key Skills:

  • Ability to make sound pragmatic problem-solving decisions, which will have a wider service impact and could be business critical, including the ability to tackle difficult problems of a technical, professional, resource or people related nature using existing policies, procedures and knowledge to devise approaches
  • Ability to give detailed expert, technical and management advice and use considerable judgement to define and resolve problems and identify solutions without clear guidance
  • Effective research and planning skills to construct creative solutions to ensure the successful delivery of service provision working on a time horizon of a number of years
  • Highly developed communication skills in order to persuade, negotiate or influence within or outside the organisation to achieve challenging/sensitive objectives and ensure implementation of solutions
  • Effective people management and performance management skills with the ability to lead and inspire, providing direction and support to individuals and teams
  • Ability to challenge existing practices, processes and activities and identify and deliver innovative solutions and alternative courses of action

Qualifications/Experience:

  • Recognised professional Social Work Qualification or equivalent as recognised by Social Work England
  • Recognised post qualifying award in Social Work or demonstrable evidence of continuous professional development at a similar level and to demonstrate practice in Social Work in line with the Professional Capabilities Framework - Strategic Level as defined by the College of Social Work
  • Recognised post graduate management qualification or demonstrable experience of operating at this level
  • Broad significant theoretical knowledge across the specialism of the areas managed
  • Broad practical knowledge of complex theories including relevant technical knowledge to manage policies, projects and strategies
  • Practical and theoretical knowledge of the political environment of local government and partner organisations
  • Extensive knowledge of policies, legislation, statutory regulations and guidance in relation to Safeguarding, Child in Need, Children Looked After and Care Leavers, Workforce Development and College of Social Work Standards (as appropriate to the area of focus), SEND and Youth Justice Service
  • Current Social Work England registration and responsibility for maintaining registration
  • Broad operational social work experience applied in a variety of settings, appropriate to the business
  • Post qualification experience in dealing with significant and complex issues
  • Evidence managing teams or a corporate-focused specialist service to deliver an outstanding service to others
  • Experience managing a budget and contributing to decision making on high level spending
  • Proven track record, at a senior level, of the following:
    Significant practice change
    Business planning processes
    Policies and procedures
    The implementation of performance management
    Multi-agency strategies and frameworks
    Service improvements
    New service standards
    Commissioning strategies
    Risk assessment
    Quality assurance
