We are looking for a suitably experienced individual to join our busy Development Services Department to operate the Council’s Planning compliance system, in accordance with the current policies of the Council. Working within the People & Place Directorate, this post is offered on a full-time basis of 37 hours per week, potentially with some early morning or evening work as cases dictate.
Educated to degree level, you will have experience of investigative work and carrying out follow-up interviews, including PACE. Experience of working within a building related discipline and/or knowledge of town planning procedures would be an advantage.
You will need to liaise with the Head of Service, the Planning Officers, other departments and external partners where relevant and also assist the Legal Services section in issuing enforcement notices and carrying out prosecutions. You should also be able to prepare Committee and Planning Panel reports.
You will be required to investigate complaints about possible infringements of the Planning Acts and associated Building Regulation legislation, including interviewing complainants and related parties using PACE procedures when necessary. You will also need to gather evidence about unauthorised developments, using documents, photographs and observations and carry out surveillance as required in line with Council procedure.
You will be expected to give evidence in Court and at appeal proceedings when required and regularly liaise with the Head of Service on the progress and suitable outcomes of your enforcement investigations.
You will have an ability to keep thorough and accurate records with excellent written and verbal skills, be able to organise your own workload, be self-motivated and able to work on your own initiative. You should be capable of producing witness statements and reports for Members and senior staff.
You will possess a good level of inter-personal skills and be available to work outside of normal office hours if special circumstances dictate. You must have the ability to travel efficiently around the Borough to conduct site visits and attend meetings; a full UK driving licence and access to a car is desirable.
Ideally applicants should have a degree or equivalent in Town Planning or an environmental subject and be familiar with Microsoft based office systems.
The successful candidate will be automatically enrolled in the Local Government Pension Scheme and will be required to obtain a Basic Disclosure.
