About Us

Here at West Sussex County Council (WSCC) we have an opportunity for a Growth Programme Delivery Manager. WSCC has worked closely with Districts and Boroughs to develop closer working to support how our local places continue to grow, develop and meet the challenges of a changing economic landscape.

In each area the partnership has identified growth priorities and established Growth Deals identifying how the County will work with Districts and Boroughs to deliver these priorities. The Growth Deals include a range of projects and initiatives that will and has transform places in West Sussex including:

  • Major Town Centre redevelopment and regeneration proposals
  • Working with developers and funders to facilitate strategic housing development sites
  • Site acquisition to secure essential commercial space
  • Securing key infrastructure (transport, health, digital, education etc) to support the delivery of strategic development
  • Maximising growth outcomes from land in public ownership and supporting the aspirations of the governments one public estates programme.

The Growth team is part of the Communities Directorate and works with teams across the council, establishing effective relationships with District and Borough colleagues, and key local partners, to improve outcomes for all our residents.

During a period of significant and fundamental change, we need strong, passionate, experienced, collaborative and cohesive leadership with a key focus on positive change that supports the delivery of area-based regeneration and growth in a defined area.

About The Job

Salary: £52,670 to £55,782 per annum

Working Pattern: Full time (37 hours per week)

Location: Crawley and working from home

This role is pivotal within our communities directorate, supporting the economic plan and the recently updated 'Our West Sussex Plan' in continuing to deliver a sustainable and prosperous economy by focusing on the economic challenges in different places and supporting the delivery of homes, jobs and business space.

As a Growth Programme Delivery Manager, you will be responsible for managing and developing our growth programmes in specific geographical locations. This will involve oversite of key infrastructure projects, building relationships (notably relevant District and Borough Councils), stakeholder management, resource management and identifying future opportunities that will deliver economic benefits.

Experience and Skills

To be successful in this role you will need to be passionate about improving local places and communities, have exceptional influencing skills, demonstrable experience of strong project and programme management, be great at relationship building and partnership working combined with the ability to manage resources effectively.

You should have experience of working with and commissioning a range of internal and external organisations and subject matter experts (including planners, highway engineers and property and economic specialists) to deliver key economic growth outputs and have the ability to build this into long term plans and projects for delivery. In addition you will also be able to demonstrate the following:

Key Skills:

  • Project and Programme management skills including the ability to apply project management principles and practices to complex issues.
  • Successful experience of building effective, productive, and collaborative working relationships and partnerships, both internally and externally, with a diverse range of senior stakeholders including in a high-profile political environment to deliver objectives.
  • Experience of making sound pragmatic problem-solving decisions, based on analysis. Supporting economic outputs and utilising resources effectively.
  • Excellent communication and written skills with ability to successfully influence and persuade others and negotiate effective business solutions.
  • Effective people management and performance management skills with the ability to provide direction, leadership and support to individuals and teams, setting timescales, objectives and review effectiveness of service delivery.
  • Effective research, evaluation and interpretation skills to derive conclusions and produce business cases and funding bids to attract investment.

Qualifications and/or experience:

  • Post graduate professional qualification relevant either to management or to the professional service specialism; or equivalent level of significant experience demonstrating comprehensive application of the above levels of knowledge in a relevant setting.
  • Expert relevant experience in specialist area, including sound relevant operational experience.
  • Significant post qualification experience in dealing with significant and complex issues.
  • Experience of delivering or co-ordinating a quality service to others.
  • Experience of managing / leading staff.
  • Experience of managing a budget and contributing to financially related decisions on high level spending.
  • Exposure to shaping and supporting initiatives in a political environment - desirable.
