Regeneration Division – Head of Housing Strategy and Policy
Permanent - Full time
Up to £67,083 per annum (including Market Supplement)
Hackney is London's most diverse and dynamic borough. Stretching from the edge of the City to the Queen Elizabeth Olympic Park, it is an area of rapid economic growth, particularly in the tech, media, fashion and other creative industries. Hackney has more green space than any other inner London borough, some of the capital's best schools, and first class transport connections, which combined with excellent local public services and a thriving arts, cultural and retail sector, are fast making it one of London's most popular areas to live, work and visit. The challenge for Hackney is to make sure that the borough's economic growth provides benefits for everyone who lives here, and to create opportunities that will transform the lives of local people.
A lack of affordable homes is a key concern for Hackney’s residents, and addressing this is at the heart of the Council’s work. That’s why Hackney is building thousands of new Council homes for social rent, shared ownership and outright sale at more than 30 sites across the borough through in-house direct delivery. It’s why we’re using Right to Buy receipts to directly fund housing associations that are committed to delivering genuinely affordable housing. And it’s why we’re at the forefront of campaigning for the national and regional policy changes that would let us build more council homes and provide better living standards for Hackney’s 33,000 privately rented households.
As Head of Housing Strategy and Policy, you will set the strategic vision for housing in the borough, advising the Mayor, Cabinet and senior officers on policy and housing delivery. You’ll develop the Council’s own housing policies and evaluate how projects deliver its objectives, as well as working with external partners, central government and the Greater London Authority to champion a partnership approach to tackle the housing crisis. You’ll manage and lead your team to be the advocates of the Council’s housing objectives and help shape the organisation’s public affairs approach. And you’ll oversee funding programmes for housing associations, while building and maintaining strong relationships with them and the wider sector.
You’ll join Hackney with a track record of developing and implementing successful housing policy in a large and complex organisation, an in-depth understanding of national and regional policy and political context, and significant experience of partnership working that delivers affordable housing and other priorities in a strategic way. You’ll be an effective leader who provides the vision and inspiration for others to make a difference to residents’ lives, an excellent communicator with political nous, and demonstrable experience of sponsoring complex projects that deliver measurable benefits within strict budgets.
If you have a passion to drive Hackney’s response to the housing crisis, helping to deliver more genuinely affordable homes, better protections for tenants, and innovative policy changes that benefit our residents, then this position will be a rewarding role.
At Hackney, we go that extra mile for our people; we offer a work environment which is stimulating, fast moving and supportive, giving you the chance to use your skills and develop new ones within a high profile organisation. It is essential that you attach a supporting statement (no more than 2 sides of A4), addressing how your skills, knowledge and experience would enable you to meet all aspects of the post, as indicated in the job description and person specification.
