Children's Social Care and Learning are focused on meeting these challenges through a significant shift to preventing the need to bring children into care where it is safe not to, closer working with partners, and a focused commissioning strategy which will achieve better outcomes for our children and young people. Salary: £66,606 - £71,188 per annum Working Pattern: Full time (37 hours)

Location: Negotiable (base in either Chichester or Horsham) Contract: Permanent

As a Head of Commissioning, you will be accountable for leading and managing a countywide, customer focused function, meeting the agreed strategic outcomes and priorities for this service, and meeting political, statutory, performance and financial measures through the effective leadership and management of resources. This will entail determining and implementing the long-term strategy, managing the appropriate service delivery options and the effective implementation of services, programmes and policies.

We are looking for someone to work closely with the senior leadership team in Children's Social Care and Learning to commission, develop, and grow the support that the service needs to ensure our children and families feel safe, secure, and stable.

Experience and Skills

You will need to understand the macro social and economic context of the health (inc Public Health), education and social care arena within which local authorities work, and the implications of this for delivery of the Council's objectives. You will have a broad understanding of strategic commissioning models, concepts and principles gained through extensive business exposure in a diverse range of organisations or services.

You will be able to demonstrate that you have a proactive and innovative approach to influencing, negotiating and working with partners to secure service outcomes within a complex environment. Your personal credibility will enable you to drive through outcomes, and/or gain consensus in areas where authority is not held or is shared with a variety of partner organisations.

Key Skills:

  • Ability to work independently, making sound pragmatic problem-solving decisions which will have a wider service impact, including devising solutions to specific problems of a programme, prioritisation, resource or performance related nature using significant professional judgement and evaluative skills to make effective decisions where 'right' and 'wrong' answers are not available
  • Exceptional, highly developed communication skills to influence and persuade the actions of others in order to construct, evaluate and deliver effective business solutions
  • Effective research and planning skills to construct highly effective complex business critical solutions working on a time horizon of a number of years. Ability to forward plan over a number of years, continuously developing and reviewing the effectiveness of service, whilst delivering the current service
  • Ability to recognise where change is needed and to challenge existing practices, processes and activities and identify and deliver effective solutions which promote change
  • Strong partnership working skills with the ability to develop and manage highly effective relationships and co-ordinate a range of partners and stakeholders both internally and externally to successfully deliver objectives

Qualifications/experience:

  • Post-graduate professional qualification relevant either to management or to the professional service specialism; or equivalent level of significant experience demonstrating comprehensive application of the above levels of knowledge in a relevant setting
  • Fellowship membership of a relevant professional body or equivalent high-level experience of involved practices
  • Self-sufficient expertise across the technical/professional specialism at the highest level
  • Comprehensive knowledge of complex practices and precedents built on concepts and principles
  • Practical and theoretical knowledge of the political environment of local government and partner organisations
  • Comprehensive operational and strategic experience appropriate to the business/organisation
  • Experience of delivering an exceptional service to others through the management of a service
  • Experience of developing policies and approaches to business which achieve corporate objectives
  • Experience of managing and leading a business function/service with a number of integrated teams
