The starting salary for this position is £53,018 per annum based on a 36 hour working week. The role is offered on a 12 month fixed-term basis.

We are looking for an experienced Programme Manager to work within an integrated commissioner/provider transformation programme between Surrey County Council and Surrey Heartlands CCG, to scope the development of the future Surrey model of care for children's community services.

This position reports to the Integrated Care System (ICS) Children's Strategic Partnership Board. There is clear governance set up to guide the journey which both enables collaboration between stakeholders, providers and commissioners and manages conflicts of interest.

As a senior member of the Directorate you will be responsible for providing procurement subject matter expertise and associated programme management, inputting into the development, production and implementation of Surrey Heartlands CCG’s Procurement Strategy aligned to the CCG’s commissioning intentions and strategic objectives.   

You will be a leading technical advisor for the CCG on procurement ensuring that the CCG meets obligations contained in the Public Contracts Regulations 2006 (“PCR 2006”), Public Contracts Regulations 2015 (“PCR 2015”), Monitor’s Guidance on Procurement, Patient Choice and Competition (PPCC)) Regulations 2013 (the “2013 Regulations”) and EU Treaty Principles (equal treatment, transparency and proportionality) (together the “Procurement Obligations”) and the CCG’s Standing Financial Instructions (SFIs) plus any further legislation which may subsequently arise.

In this role, you will support the successful planning, delivery and monitoring of procurement programmes as required by the team in line with national strategic objectives including the Five Year Forward View and Long-Term Plan, working collaboratively alongside contract and commissioning leads and with internal and external key stakeholders. Planning, delivery and monitoring entails management and oversight of CCG procurements from the development of procurement options (considering the most appropriate route to market aligned to the service needs) through to award of contract, ensuring the CCG obtains the best outcome for patients and delivers efficient services. 

You will represent the team in correspondence and coordination of procurement activity with stakeholders, contributing to the development of collaborative relationships by modelling a cooperative and influencing style of working, negotiating with others to achieve the best outcomes for all parties and embedding this approach across the function.

Previous experience working within a complex transformation project or programme is essential along with the ability (and demonstrable experience) supporting stakeholders across multiple disciplines with a proactive approach to your work. Coordinating projects with sometimes conflicting views will be a key part of the role and you should be confident taking the lead on project management activities, resolving issues (escalating where necessary) and focussing relentlessly on the overall programme outcomes.
