Wokingham Borough Council is seeking to recruit a highly motivated professional ecologist to work within our specialist green infrastructure team providing advice to officers across the council.

Working with the Senior Ecology Officer, you will provide specialist ecological advice to the Planning Service and other Corporate services to protect and promote the natural assets of Wokingham. This will include assessing and responding to planning consultations, taking the lead on advising council services, including facilities, property and delivery team on managing assets in a biodiversity-friendly manner, assisting in developing and implementing an approach to biodiversity net gain, reviewing ecological appraisals and mitigation proposals and leading on the implementation of the Borough Biodiversity Action Plan. 

You will have experience of assessing the impacts of development on wildlife, how to mitigate or compensate for impacts, and using the Defra metric to demonstrate biodiversity enhancement through the course of development.  You will have a good understanding of the planning system including ecological legislation and case law applicable when determining planning applications. 

 You will have strong analytical skills and be able to assimilate information from a diverse range of sources to evidence your advice.  You will be able to communicate and engage effectively with stakeholders with various levels of understanding of your specialism to ensure that the council’s duties to wildlife and biodiversity are fulfilled. 

 

Key Duties and Responsibilities 

  • Giving specialist ecology advice to planning officers and others 
  • Responding to householder and minor planning applications
  • Assisting the Senior Ecology Officer in responding to major applications.
  • Assessing Biodiversity Net Gain calculations.
  • Assisting Senior Ecology Officer in negotiating ecological agreements associated with planning applications.
  • Keeping records of agreements and supporting monitoring.
  • Managing ecological records within internal GIS and liaising with local records centre and other partnerships
  • Attend site meetings
  • Responding to enquiries from members of the public.
  • Assisting the Senior Ecology Officer in advising the Council’s land management teams
  • Leading on targeted biodiversity projects relevant to the Biodiversity Action Plan and Local Nature Recovery Strategy
  • Providing internal training to teams to support compliance with statutory duties.
  • Work with partners to designate Local Nature Reserves
  • Produce plans/maps as required (using ArcGIS)

Skills, Attributes and Experience 

  • Relevant qualification, or equivalent experience in specialist area, dependent upon role 
  • Good IT skills including office software such as Microsoft Word, Outlook, PowerPoint and Excel 
  • Good written and verbal communication skills, including presentations,with an ability to vary style to meet the needs of the audience 
  • Effective report writing skills, able to make recommendations for decision making 
  • Ability to actively listen in order to extract and assess theimportant information, ask pertinent questions in order to seek clarification 
  • Able to interrogate & analyse data and information 
  • Experience of successfully resolving issuesthat require an element of judgement 
  • Extensive working knowledge of the legislative frameworks surrounding the area of specialism 
  • Experience of supporting projects to successful outcomes
