The Highways and Capital Delivery Service sits within the Development and Infrastructure arm of Regeneration and Economic Development, leading on all Highways related matters for the Council. The team is also a key mechanism for the delivery of infrastructure projects related to highways as part of the Major Development and Investment Programme.

You will need to be a problem solver able to identify innovative solutions, secure delivery and provide a proactive service that stimulates growth. You will be part of an exciting Growth Agenda to bring forward key development sites, and manage investments in Knowsley’s road network

The Lead Engineer/Team Leader will work collaboratively with the Major Development Team and will be primarily responsible for ensuring the delivery of any highways, associated landscape and drainage infrastructure projects.

The postholder will also be responsible for securing legal agreements associated with development proposals (including s.278, s.38 and s.106). They will ensure that any development proposals maintain highway safety, secure improvements, and sustainable means of access, maintain and improve the highway environment for all users and preserve the amenity of existing highway users from the impact of any proposed development.

Main duties will involve facilitating the delivery of highways, associated landscape and drainage infrastructure, through development agreements, managing / overseeing the delivery of engineering projects and completion of S278 and S38 agreements. The postholder will be responsible for ensuring advice to planning colleagues and others about the highways, transportation and flood risk impacts of development proposals and assisting in the identification, management, and delivery of resultant improvement schemes.

We are looking for a keen, motivated individual to fill the role of Lead Engineer / Team Leader within our Highways and Capital Delivery Service. The ideal candidate will have either suitable qualifications or appropriate work-related experience in Highways and/or Civil Engineering.

The successful applicant will be based in one of our Huyton offices, working in an expanding multi-disciplinary team of officers and engineers working collaboratively, supporting each other and sharing knowledge as necessary to deliver successful schemes for the benefit of Knowsley’s local communities and the wider Liverpool City Region. Flexible working will be required, which may on occasion, result in working from home, different offices or on site, as appropriate.

Degree in Civil Engineering or related subject plus relevant practical experience in traffic and / or highway engineering or; BTEC Higher National Certificate in Civil Engineering or related subject with substantial relevant experience in traffic and / or highway engineering.
