An exciting opportunity has arisen within the Legal Services and Governance Team at the Cambridgeshire and Peterborough Combined Authority.

The CPCA is the Combined Authority for the Cambridgeshire and Peterborough region, having been established in March 2017.  Working with constituent local authorities and a proactive Business Board, the CPCA is focused on delivering impactful outcomes to the people of the region.

Job Summary

To deliver a high-quality legal service focused on the provision of advice and assistance in non-contentious Commercial, Contract and Public Procurement matters. Advice in relation to Transport law as required and to support the development of Climate change priorities as applicable.

Applications are invited from those with some, or a mix of skills and experience in these disciplines.

Key Responsibilities

 

  • Managing a caseload of contractual matters including a variety of commercial contracts, funding agreements and other documents. Examples include NDAs, Framework Agreements, Call-Offs, Consultancy Agreements, Services Agreements, MoUs Data Sharing Agreements, Grant Funding Agreements for works or services etc.

 

  • The successful candidate will be confident and experienced in drafting, negotiating terms, amending terms, extending contracts, and evaluating all changes in line with public procurement and Subsidy Control law.

 

  • Be well versed with the Public Contract Regulations 2015, Concession Contracts Regulations 2016, Subsidy Control Bill, and relevant Government Guidance and be confident working on public procurement matters and advising on procurement routes.

 

  • Assisting with transactions and providing commercial advice to the subsidiaries (Trading Companies) of the Cambridgeshire and Peterborough Combined Authority.

 

  • Assisting the Monitoring Officer, Deputy Monitoring Officer, and other members of the team to create a corporate working culture across the Authority focussed on excellence, continuous improvement and high professional and service standards

 

  • Assisting on matters which involve advising in Transport Law

 

  • Assisting in the development of climate change practices and policies for the Cambridgeshire and Peterborough Combined Authority. Be well aware of Government procurement policy notes around environmental protection and having knowledge of the content of the “Green Paper: Transforming public procurement.”

 

  • Advising Combined Authority colleagues, elected members, private sector Business Board members and key stakeholder on sensitive and highly complex legal matters and act as legal clerk to Committees of the Combined Authority

 

  • Ensuring an open and transparent decision-making process and deliver appropriate political management systems to deliver on the Combined Authority strategic objectives

 

  • Familiarity with and ability to assist the Data Protection Officer on the Freedom of Information Act 2000, the Environmental Information Act, the UK GDPR, and the Data Protection Act 2018 (including advice on the necessity, execution and retaining of Data Protection Impact Assessments).

 

  • Undertaking all other duties commensurate with this post as determined from time to time.

Experience

 

  • Experience of commercial and contract law
  • Experience working within a local authority and or similar legal team would be advantageous
  • Experience of advising on Local Authority Trading Companies, Transport, UK GDPR and Freedom of Information is desirable
