The Council is committed to delivering for the community and this Assistant Director role will be at the heart of delivering the level of affordable housing that the borough needs through direct delivery and enabling partners.

The Role

This newly created Assistant Director (Housing Development & Enabling) post provides an exciting opportunity for someone to join our ambitious council at a pivotal time – we already have a number of projects in the pipeline and we’re looking for someone to play a key role in helping to co-ordinate these projects and bring them to fruition, which includes exploring and facilitating partnership working with strategic and local partners. Given its location, and proximity to the river, central London and Europe, the opportunities for the Borough are huge. 

We’re looking for someone who can work with partners, government and its agencies to maximise investment in affordable housing and attract funding to help support our development and estate regeneration aspirations.  Working closely with our senior leadership team we want your expertise and innovation to be at the forefront in delivering our ambitious plans.

As a strategic leader you will be representing the Council and be responsible for the direction and overall management, coordination and delivery of key physical housing development and estate regeneration projects across the Borough, whilst reinforcing Gravesham as a great place to live, work, invest in and visit.

The Assistant Director (Housing Development & Enabling) will play an integral part in driving forward and delivering on the Council’s existing, ambitious plans to increase affordable housing in the Borough in accordance with the priorities set out in our Corporate Plan to ensure that local people benefit directly from new development and growth.

Key Responsibilities

To provide strategic leadership and direction for the overall management, coordination and delivery of housing development projects, partnership investment and housing enabling to deliver new homes to meet housing needs across Gravesham, reinforcing Gravesham as a great place to live.

To drive forward the council’s ambitious direct development plans for housing and estate regeneration in accordance with the priorities set out in the Corporate Plan and Housing Development Strategy and to ensure that local people benefit directly from new development and regeneration of homes.

To bring experience and track record of how to be successful at developing high quality affordable new homes, within budget and programme, which meet quality design and sustainability standards, and provide safe and attractive places to live.

To work in partnership with external organisations, groups and companies to achieve the council’s housing objectives and promote results-orientated working with all stakeholders.

To work collaboratively and engage with colleagues in housing, finance, planning and governance, to ensure homes meet housing need, design and quality standards, funding and budget requirements, internal and external regulatory and compliance requirements, including procurement procedures.

To drive the delivery of affordable housing for the council, using programme management, planning and housing policy knowledge and identifying and bringing forward Council sites and other additional sites for development, if required.

To identify the capacity and capability required to successfully deliver a project, bringing in resources throughout the project’s lifecycle in a timely, efficient and policy compliant manner.

To undertake due diligence and negotiate the contractual and commercial aspects of development projects drawing on expertise from finance, legal and procurement teams and external advisors where required.

Monitor and report on agreed project objectives and Key Performance Indicators to ensure progress to delivery is tracked in a transparent and accountable manner.

To help shape and refine the council’s vision for the borough housing development programme, through direct development, partnerships and enabling and communicate and promote this vision, working with the Strategic Regeneration, Economic Development and Communications team, both locally and more widely with partners and to the community.

To work with the Government and its agencies to influence, agree and implement plans of investment that contribute to the achievement of the council’s ambitions.

To work corporately to capitalise on opportunities, using the council’s assets to stimulate innovative solutions to the borough’s housing challenge.

To provide professional expertise in delivering the council’s housing projects and to support the Councils enabling role.
