Rutland County Council are seeking a Principal Operations Manager (Public Protection and Environment) to join their team during a time of significant challenge and development. The Principal Operations Manager role will be responsible for the protection of health and wellbeing of individuals and communities, managing the quality of the environment, protecting people and the environment from harm and supporting the local economy. We are looking for an outstanding candidate who holds collaborative leadership in high regard, is customer focused and has a passion for public protection and environmental issues. About you… 

  • Educated to a degree level in a relevant discipline, or equivalent experience
  • Significant experience managing a local authority public protection and/or environmental services
  • Managing complex and high-value contracts and driving quality and performance
  • The ability to motivate, manage and develop the people around you to build high performing teams
  • Experience of managing change and deal with complex situations whilst applying political sensitively and sound judgement. 

The post holders key objectives will be… 

  • Collaborative Leadership – responsible for working collaboratively across the Council and with suppliers to deliver corporate outcomes and business objectives. Providing positive leadership and maintaining effective working relationships with colleagues, Councilors and external organisations to deliver customer-focused services. 
  • Contract management and procurement - Procure, mobilise, manage and monitor contracts for Waste Management (Collection, disposal and treatment), Street Cleansing, Grounds Maintenance, public protection and other services as required, ensuring provision of customer focused services and maintaining high performance standards in accordance with the Council’s policies and approved specifications. 
  • Policy Development - Lead the development and implementation of the Council’s strategies and policies for public protection (including community safety) and environment services in conjunction with partners and stakeholders. 
  • Performance Culture - Accountable for proactively developing a performance culture and ensuring high standards and professionalism are maintained. Ensuring that services, staff, budgets meet agreed targets and performance is reviewed regularly. 
  • Legally Compliant - Ensure services are delivered in line with all statutory and legal requirements. Responsible for maintaining a high level of professional competence, knowledge and understanding of regulatory and legal practices, procedures, and issues for relevant services. 

Please note for this role, the post holder will be required to hold a full, clean UK drivers license.
