The role is fixed term for 7 months with possibility of extension if further funding is secured.

Waltham Forest is a fiercely ambitious council, adapting to the to meet the ever-changing demands and pressures on our public services. The past 18 months has seen residents’ health, family life and economic prospects severely challenged. At the same time there is a huge determination to take concerted action to challenge the inequalities that hold back too many residents.

We are looking for a Digital Inclusion Strategy and Delivery Manager to join our Digital Innovation and Delivery team, to lead, develop and organise the Council’s Digital Inclusion Strategy and implementation.

This work was funded as part of our Fair Deal Delivery programme, and the postholder will be required to find and apply for funding to enable the sustainability of the Digital Inclusion programme and their own post, to extend the employment contract beyond the initial 7-month term.

 The role will involve ownership of the new Digital Inclusion strategy, ensuring it is well understood and communicated, that it is translated into a timely and impactful delivery programme, and then driving forward the key interventions required to promote digital inclusion in the borough. This will entail contract management of our delivery partners, coordinating internal and external stakeholders and partners, monitoring against agreed targets, and taking action to adjust the strategy and delivery plans as required to maximise positive outcomes.

Key skills and experience required for this role are:

  • Experience of strategy or policy development in central, local government, public body or third sector organisation
  • Deep understanding of equalities, diversity, inclusion trends, barriers, and strategic responses
  • Understanding of the structural and human barriers to digital inclusion and how they are effectively addressed
  • Experience of working directly with vulnerable or excluded groups to understand their lived experiences and aspirations
  • Experience of working effectively with voluntary and community groups and how this differs to other sectors  
  • Experience of creating new coalitions of individuals across organisational boundaries to work collaboratively on common objectives, and delivering measurable results from this partnership working 
  • Understanding of assistive technology, high speed broadband rollout, and the digital skills sector
