Social care in Waltham Forest is undergoing a radical period of change in how we work with our residents. At the same time, we are reimagining our Business Intelligence service as the powerhouse behind effective decision making across the Council. To lead a key element of this ambitious and creative process, we are seeking to recruit an outstanding Business Intelligence Manager to deliver on our new vision for data.

As a strategically astute manager you will combine your expert knowledge of data use with a deep understanding of regulatory frameworks to help us scope, build and launch a cutting-edge performance management framework for the Families Directorate. This role is highly visible and will require the successful candidate to work closely with Councillors, governmental bodies, and officers across the organisation on a regular basis.

The ideal candidate will possess natural business acumen and creativity, be highly analytical, customer insight-driven, well versed in optimising complex BI capabilities and a first-class collaborator. You will be tasked with designing and executing inventive strategic data architecture that improves the quality and effectiveness of Families services, challenging the status quo and building for the long term. You will draw upon your skills and enthusiasm to lead and support a 16-person team to deliver innovative Business Intelligence solutions to help enable service insights and steer evidence-based direction of travel for the Families Directorate.

The support you will provide through this role will be critical in ensuring the borough’s future Social Care offer. This offer forms the heart of strategic response to Covid-19  and beyond. It will enable us to become a more modern, efficient and responsive organisation.

Your responsibilities:

  • You and the team will be building up our BI infrastructure with the goal to enhance data-driven decisions for Families directorate of the council which includes Adults, Community Safety, Children, Education and Youth Services
  • You will be an accountable and experienced team leader who is able to get the most out of your team
  • You build and maintain dashboards in Power BI, Tableau and other VBA tools for visualisation and SQL/SSRS to extract and provide all necessary information to any stakeholder
  • team and accept accountability for them
  • You can find the balance between required data points capture, data quality, and users not wanting to insert data points
  • You favour data democracy by enabling every user to access data needed to gain insights and make data-driven decisions

Your profile:

  • Relevant working experience in the Data and Analytics field; ideally in the field of Business Intelligence in a public sector organisation preferably social care
  • Great knowledge of the local authority functions ideally, you as well gained experience with tools like Power BI, Tableau and already have been working with relational databases, which reflects your enthusiasm about technology
  • Your proven track record in understanding deep business requirements and show business acumen with experience in statutory frameworks and inspection regimes
  • Ability to strategically analyse and pivot data to develop concise and actionable insights
  • You are able to identify the actual problem from the symptoms in a pleasant and respectful manner furthermore you are experienced in integrating data from various systems and making it accessible to the organization
  • Ability to consistently deliver quality outputs in a fast-paced environment, work to tight deadlines, and contribute to a fun, fast-paced, high impact and dynamic environment
  • Preferably you have advanced statistical analysis and programming skills and a public administration background/knowledge
