An exciting opportunity has arisen for a Senior Transport Planner to join our extremely busy Strategic Transportation team  

 

Reporting directly to the Group Leader, Strategic Transport, your main focus will be on supporting the Group Leader, playing a vital role in the development of the Borough’s transport network.  

 

As an experienced manager, familiar with working on transport / highway projects, you will be required to provide project management capability to major transport infrastructure schemes. Influencing and working with stakeholders is also essential to ensure agreed project outputs are delivered to enable benefits to be realised.  

 

We are looking for those who will quickly understand the context of the council and can display their expertise and solid professional experience in achieving ambitious targets.  

 

To provide direction and guidance to less experienced colleagues within the Transportation team, to provide a proactive, effective and cost-efficient service. To provide a Strategic Transport perspective to the development of policy and strategy for the Local Transport Plan, and the Highway Authority. To facilitate economic sustainable development within the County in the context of the councils' policies and strategies.  

 

The post holder will be responsible for projects including scoping and planning work, developing transport policies and strategies, developing business cases including scheme assessment and economic appraisal You will need to coordinate input from engineering and environmental disciplines and support the option selection process.

 

You will be required to implement projects effectively to meet the objectives of the Barnsley Transport Strategy, whilst ensuring timescales, budgets and quality standards are met. This will require accurate and reliable attention to detail and the ability to keep track of project progress and attend to any arising issues. In this way you can truly help shape future developments in this important and unique Borough.

The demand for specialist highway engineering solutions into transport policies and masterplans is greater than ever, alongside the identification, specification and development of major highway infrastructure.  

 

This is an exciting and important role where you will be part of a dedicated expert technical team which will allow you to use that team expertise as well as use your own initiative when problem solving. With excellent communication and negotiation skills, you will need to work effectively with sections within transportation department but also engage and seek professional advice from engineering and planning officers alike, to consider the implications of proposed developments and seek any necessary improvements via the planning process

What you’ll need

 

To join us, you’ll need a professional or postgraduate qualification in a relevant discipline at level 6 and be able to evidence recent professional development in a related area.  

 

You will have extensive experience in working in Strategic Transport and have experience in the assessment the preparation of TAG compliant Business Cases; and an understanding of strategic and microsimulation modelling would be an advantage.  

 

A proven ability to apply project management principles and techniques to a wide range of projects or programmes including financial management of projects/programmes is essential. This includes transportation advice, monitoring, development, as well as providing general project, finance and administration support to projects and programmes.  

 

You will need to have political awareness and good communication and negotiation skills as well as experience of working with elected members.
