You will be supported to carry out the following duties, responsibilities and training…
Your key priority will be to lead and manage a team responsible for providing professional building services, reactive repairs, compliance, management of the Planned Maintenance programme and Capital Works schemes with business support across the Council. The team incorporates surveyors, project managers, energy managers, admin staff and the Council’s in house facilities team.
You will prepare briefs, design schemes, prepare specifications and run projects from an in-house team or with external Consultants. Projects will range from the refurbishment and maintenance of the Council’s maintained schools and corporate planned works with various other one-off capital schemes as applicable.
The role will have the oversight of compliance amongst the council’s portfolio of properties and along with the wider team ensure that our estate remains compliant and in a good condition.

What we’re looking for…
We are seeking to appoint an organised, flexible and competent team player who has proven skills and experience in either a consultancy or similar local authority/client-side role.
The successful candidate will be required to be a Chartered Building Surveyor with a hands-on approach and be active in delivering both Capital Projects (in excess of £25m), Planned Maintenance (for both Corporate and Schools) and the day-to-day Reactive Maintenance. You will have experience in managing a Multi-Discipline team, capable of delivering from Inception to Completion, one off capital projects.
You will also be required to manage the Facilities and Property Team at a high level and support with solutions.
Have experience of Procurement rules and the various forms of building contracts, including JCT and NEC.
Requirement to have knowledge of managing Service Level Agreements, with schools and the procurement of service contracts.
The role requires an individual capable of problem solving and co-ordinating with the Councils chosen Managing Partner and reactive maintenance provider and will need to be available as and when for site visits. We require someone capable of compiling monthly cost reports, client briefs for the commission of consultants and diagnosing construction defects.
The successful postholder will have proven experience as a Service Lead in managing multiple programmes of construction works and excellent supervisory skills to the Construction and Maintenance Team, including Facilities.
The role requires excellent communication skills both written and verbally, as you will be expected to liaise regularly with other senior managers, councillors, consultants, and the public, as required.
