The Financial Services team exists to ensure the Council is able to effectively secure, deploy and manage its resources in pursuit of its ambitious goals, such as its sector-leading Carbon Zero programme. We are currently seeking an enthusiastic and committed individual who would be responsible for providing a wide range of financial and systems administration support. You must be able to demonstrate a high degree of financial technical accounting ability, whilst also possessing excellent communication and strong financial management skills.
As Accountancy Manager your main purpose will be to support the Head of Financial Services in leading and managing the team and supporting the leadership team in delivering Council priorities. As part of this you would also undertake the statutory role of Deputy Section 151 Officer for the Council, in support of the Council’s objectives and in accordance with professional standards and requirements.
You will be responsible for a range of financial and accountancy activities, ranging from managing the preparation of revenue and capital budgets in support of the corporate financial planning process. You will also manage the closure of the accounts process, liaise with the auditors and ensure the statutory accounts are completed on time.
You will be involved with providing support on key areas such as Government Spending Reviews, Medium Term Financial Plans, Financial Reports, Treasury Management, project accounting, financial aspects of the constitution and other areas including new legislation. In addition, you will also manage the maintenance, review and development of the Council’s financial systems to progress innovations in a systems approach to resource and business planning, management and reporting.
The Council has a great range of innovative programmes and opportunities, ranging from our Zero Carbon activities, LATCOs and Eden Project as well as a Housing Revenue Account with a significant portfolio of social housing. Positive attributes therefore include skills in project finance and accounting, development finance and the financial management of linked organisations and Housing Revenue Accounts.
You will also have line management responsibility for the Accountancy Services team, providing training, developing staff and daily management.

This is a permanent position and the hours of work are 37 per week, working Monday to Friday. This post will require a hybrid approach to working, with attendance at onsite and online meetings, bookable workspaces and working from home. Meetings may be in Lancaster, Morecambe or elsewhere in the District and County. Your assumed place of work will be Lancaster City Centre.
The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of the business, this may allow employees to work between the hours of 6:00am-10:30pm and take flexi days in addition to a generous annual leave allocation.
