We are looking for a Head of Legal and Governance to join our Leadership Team at Elmbridge Borough Council.
In this critical role within the Council, you will lead on Legal and Governance matters. While this is a key responsibility, it’s only part of a broader remit. Based right at the heart of the council, you will be the Council’s Monitoring Officer as well as being a source of legal expertise.
As our principal legal advisor, you will ensure both Councillors and senior managers are provided with first-class advice, while upholding high standards of governance. As the Council strives for continuous improvement and transforms and evolves, your expertise will help us shape our future direction and progress.
A fresh look at our constitution
You will hold responsibility for Governance arrangements of the Council and its Committees. You will take a fresh look at our constitution ensuring modern practises and therefore you will have a solid understanding and practical experience of delivering in a Monitoring Officer role.
You will ensure that the Council performs its duties and functions in fulfilment of its statutory obligations, and you will be responsible for ensuring relevant compliance with the Constitution and the relevant Regulations.
With so much on the horizon, we need a confident, influential leader, an experienced Solicitor or Barrister who understands local authorities and can demonstrate the ability to lead teams that underpin the success and governance of the authority. You would have worked with officers and Councillors at a senior level demonstrating excellent interpersonal skills, together with a strong political awareness.
You will demonstrate managerial leadership values and behavioural competencies, providing positive leadership, acting with openness, honesty and integrity, and instilling a clear sense of direction and pace.
You will be:
- A qualified Solicitor or Barrister
- Experienced working within a Local Authority setting
- Experienced managing a team (directly)
- An experienced Monitoring Officer
