Lancaster District has an outstanding collection of heritage assets including over 1300 listed buildings, 38 conservation areas and many areas of archaeological importance.  Among the nationally notable heritage assets are Lancaster Castle and Morecambe’s Midland Hotel.

Lancaster District is experiencing much interest in investment and development. The coastal, rural, and urban areas each have their own development and regeneration opportunities and challenges.  Projects currently being explored and advanced include Eden North and Bailrigg Garden Village.  The highly rated University of Lancaster is a significant driver of the local economy and development activity.

We are looking for a professionally qualified and experienced Conservation Officer who can provide maternity cover for a period of up to seven months to help with the interesting and diverse challenges of conserving and enhancing the district’s heritage assets and contribute advice to conservation led regeneration schemes.

The Conservation Officer is part of a small team that includes a Principal Officer and a Graduate. The post holder will assist in all areas of heritage conservation and provide specialist input into planning policy and development proposals.

Candidates must possess a degree level qualification in Built Conservation, Architecture or a closely related discipline and be able to evidence how the application of their knowledge of heritage legislation, procedures, and policies, have informed their sound and successful experience of dealing with proposals affecting heritage assets.  This is a professional level post; the post holder must have achieved and be committed to maintaining full IHBC membership.  Potentially a candidate with sufficient experience but not yet with full IHBC membership may be appointed where they can demonstrate a commitment to seeking full IHBC membership within 6 months of appointment.

A full current UK driving licence is essential, as the post holder will be required to undertake site visits across the District. As a result you will be required to sign up to the authorised external DVLA driving licence validation organisation that we use to manage and monitor our employees driving licence data.

This post is a temporary maternity cover for 7 months. The hours of work for this position are 37 hours per week, working Monday to Friday.  You will be nominally based at Morecambe Town Hall.  You may be required on occasion to work outside normal office hours in accordance with the needs of the service.

The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of this business, this may allow employees to work between the hours of 6:00am-10:30pm.

Lancaster City Council has unanimously declared a climate emergency and will therefore work towards reducing carbon emissions to net-zero by 2030. As part of this role, you will be expected to participate and work towards reducing carbon emissions.

For an informal discussion please contact either David James, Principal Conservation Officer on 01524 582535, or Maurice Brophy, Service Manager – Planning and Housing Strategy on 01524 582330.

We are a Forces Friendly employer, and an Armed Forces Covenant committed organisation. We welcome applications from defence reserves and other members of our armed forces community.

Excellent benefits include: A Local Government Pension Scheme (the Council makes a 15.5% contribution). Discounted gym membership and discount on days out, activities and retail.
