About Us

Here at West Sussex County Council (WSCC) we have an opportunity within our Finance Directorate for a Financial Adult Safeguarding Officer to join our Financial Adult Safeguarding Team. The team is closely linked to adults' safeguarding and deals with the financial affairs of vulnerable people who lack the capacity to manage their own finances, or who are vulnerable to exploitation.

About The Job

Salary: £25,991 - £28,672 per annum
Working Pattern: Full - Time
Location: County Hall North, Horsham (We can offer flexibility with working from home options but there is a requirement to attend the office at least once a week)

You will be part of a team of Adult Safeguarding Officers working with the Court of Protection / Office of the Public Guardian and / or the Department of Work and Pensions to deal with the property and affairs of people who lack capacity to manage these for themselves, in partnership with the social worker / care manager responsible for their social care needs.

The job involves regularly working with people on subject matter that requires sensitivity and empathy, for example when dealing with people who may be upset, confused or occasionally angry or defensive.

We are a very friendly team with a strong sense of purpose as we are looking after the finances for the most vulnerable in the county. We also support your growth and as part of your ongoing development we can offer an accreditation qualification for our officers. This is a qualification in deputyship widely regarded by all local authorities and solicitors who offer deputyship services.

Experience and Skills

You'll demonstrate excellent communication and interpersonal skills in order to advise customers and members of the public on potentially complex information. You'll be able to exercise sensitivity and empathy when working with and advising members of the public on issues which could be sensitive or difficult.

You'll be able to effectively manage your workload and manage priorities to deliver a high-quality financial management service for customers. You'll be comfortable responding independently to unanticipated problems or situations, such as the need to present information in a different way to enable a client with a sensory impairment or other disability to understand.

You'll be proactive with a can-do attitude, as well as being a good team player, keen and able to work collaboratively with stakeholders and partners to achieve outcomes within a complex operating environment.

You will also be able to demonstrate the following key skills and experience:

Key Skills:

  1. Ability to organise/prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines which minimise the disruption to the business.
  2. Sound communication and interpersonal skills in order to interact effectively with a range of customers and create effective working relationships; to include the provision of training and support to new staff.
  3. Ability to understand and manage financial processes relating to banking, direct debits, payments and benefits. Excellent literacy and numeracy skills in order to analyse and interpret written material and to respond to complex correspondence.
  4. Ability to work as directed by the Court of Protection in matters of financial investment.
  5. Ability to work in a customer focused way providing a high-quality service with a high level of attention to detail and gaining the trust and confidence of both residents and businesses in West Sussex. Ability to work with other service professionals to share best practice, knowledge and learning.
  6. Strong problem-solving skills with the ability to anticipate problems and resolve issues independently, planning solutions and make sound pragmatic decisions which will have a direct impact on the service.

Qualifications and/or experience:

  • A level in Maths and English, or equivalent qualification or experience demonstrating that level of numeracy and literacy.
  • Association of Accounting Technicians (AAT) qualified or equivalent qualification - Desirable.
  • Theoretical and organisational knowledge of systems, processes and procedures in the areas of financial safeguarding, property management and debt recovery.
  • Knowledge of Data Protection legislation and its application to this area of work.
  • Understanding of financial investments and management of stocks, shares and bonds.
  • Understanding of Mental Capacity Act legislation and the Human Rights Act and the application to this area of work - Desirable.
  • Knowledge of the workings of the Office of the Public Guardian / Court of Protection and knowledge of pensions and benefits payable by the Department for Work and Pensions - Desirable.
