An exciting opportunity has arisen within our Private Sector Housing team for a self-motivated Private Sector Housing Team Leader with experience of managing a team responsible for the operational delivery of the Council’s private sector housing improvement functions. Responsible for working with private landlords and tenants to assess housing conditions under the housing health and safety rating system and taking any necessary remedial or enforcement action. This is a challenging role, requiring excellent communication and negotiation skills, an ability to inspect properties and identify defects and apply the relevant legislation.
The post holder will have experience of working with landlords to promote and enforce high standards of housing in the private rented sector, including the preparation, service and monitoring of statutory notices. Experience in the assessment and licencing of houses in multiple occupation is essential. Responsible for the preparation of prosecution and appeal cases and to represent the council in court or tribunal proceedings. A methodical and innovative approach and an ability to negotiate practical solutions is fundamental to this role. An ability to work under pressure and manage a caseload is essential, as is a commitment to provide an excellent service to all groups of the community.
Undertake a range of specialist tasks including:
Manage and motivate a team of Housing Improvement Officers to provide an excellent service
Ensure that complaints about disrepair, landlord harassment and unlawful eviction in the private rented sector are responded to promptly and effectively.
Provide appropriate advice and assistance to both tenants and landlords regarding their respective rights and responsibilities.
Prepare and serve statutory notices including hazard awareness, improvement notices and prohibition orders and project manage the completion of any necessary building works. Represent the council at court or tribunal proceedings.
Implement and enforce a statutory licencing scheme for houses in multiple occupation within the borough.
Educated to degree level in a relevant subject such as environmental health or building surveying, with an additional qualification in the housing health and safety rating system is essential.
Experience of managing staff.
Experience of dealing with customers within the field of private sector housing, carrying out interviews, property inspections and assessments and using advocacy and negotiation skills to achieve appropriate outcomes.
Flexible approach to work demands and the ability to manage a caseload including uploading data onto computer systems in an organised, methodical manner, preparing reports and statutory notices and supervising building contracts.
