What is the role?
To provide day to day support to the Superintendent Registrar and to work flexibly as a member of a team to meet the needs of the public attending the register office by providing information, issuing certificates, registering births, deaths and marriages/civil partnerships when required by the Superintendent Registrar.
Completing and issuing of certificates
Checking certificates against register entries and signing for issue as a Deputy Registrar
Carrying out legal statutes for registering births, deaths, marriages and civil partnerships as a Deputy Superintendent Registrar
Issuing schedules for marriages/civil partnerships
Completing provisional marriage/civil partnership booking forms
Assessing venues for approved premises licences
Assisting the Superintendent Registrar with local authority initiatives e.g. Annual Performance Report
To act as a Deputy Superintendent Registrar, taking notices of marriage/civil partnership (including those that involve foreign nationals/foreign documents
To conduct marriage ceremonies/register civil partnerships both at the Register Office and Licenced Venues
Assist the Superintendent Registrar in the day-to-day accounting procedures for the district, including verifying certificates issued against payment received
Answer enquiries from members of the public on Registration matters by providing information on technical and statutory requirements
Be responsible for collating information for inclusion in any marriage booklets/folders to provide comprehensive information for couples wishing to marry/register a civil partnership in Portsmouth
Type agenda and minutes of team meetings to ensure staff are fully aware of current issues in the district/local authority
Complete reconciliation process regarding religious ceremonies
Arrange, administer and officiate citizenship ceremonies
Assist with banking procedures; manage stationery orders and stock levels
Overseeing health and safety around the office
Organise and oversee staff corporate training
Reconciliation of payments from Home Office and GRO
Administration of flextime system
One to one meetings with staff members
Assisting Superintendent Registrar with daily quarterly copy checking
Monthly reconciliation of "spoilt" certificates
Who are we looking for?
A minimum of 3 years extensive registration experience in all aspects of the service including taking notices of marriage/civil partnership involving foreign nationals, foreign documents and use of translators
Experience of managing work flow in a busy environment
Have excellent attention to detail
Have a calm and patient manner
Experience of Registration Accounts

Special Conditions attached to the post
Will be required to work approximately one in four Saturdays as part of the marriage rota overseeing a team of staff - this will be part of the annualised contractual overtime which is currently 80 hours per year
During the summer months it is likely that other weekend work will be required - again this will be part of the annualised contractual overtime
Will be required to be on call over weekend and bank holidays for the registration of faith deaths and marriages/civil partnerships by Registrar Generals Licence ( as part of the one in four marriage rota)
