Brighton and Hove Procurement is looking for a Procurement Manager to support their Health and Social Care Category.

The role is usually based in an office setting at Hove Town Hall. Due to the Covid-19 Pandemic the Procurement Team is currently working flexibly, mostly from home. This is likely to be the case for the successful applicant, however, it is our expectation that, as with other workplaces throughout the UK, our team will return to work flexibility in a blended home and office setting when it is safe to do so.

The role is for a 2 year fixed term.

About the role

The Strategic Procurement Team are tasked to deliver Procurement projects typically above £75k and to arrange appropriate contractual arrangements to support the workings of our partner authorities across a range of categories.

You will need to bring expertise and innovation to the role, and will work on local, projects, often as part of cross functional teams, working to deliver effective solutions to support and advance your stakeholder category.

There are four categories in the Brighton and Hove Procurement Team:

- Health and Social Care
- Corporate Contracts, IT&D and Professional Services
- Housing and Property, and
- City Services and Infrastructure.

The successful candidate will have;

  • Great organisational skills,
  • Great communication skills (written and oral),
  • Good persuasion skills,
  • Problem solving skills,
  • A focus on delivery,
  • Knowledge of Procurement rules is useful, and
  • Awareness of Council systems and operations is an advantage.

The work location for this role is flexible across Brighton & Hove, but you will be expected to develop and maintain excellent working relations with the various customers we support, and also with colleagues across our organisation.

Supporting Social Care

In this role you will be primarily supporting the Social Care directorates at Brighton and Hove City Council, including; Adult Social Care, Public Health, Families, Children and Learning and Communities. It is also an expectation of the role that you may be asked to support the other Council directorates depending on demand.

General Responsibilities

You will be responsible for delivery of strategic procurement projects, ensuring they are delivered on time and to the right quality, and that there is proper compliance with Procurement Standing Orders and with relevant regulation and legislation. This will include leading a range of procurement projects to put in place contracts which may cover more than one partner authority, and working as part of a team to deliver the most complex projects. To ensure that project delivery and benefits realisation is properly monitored and recorded.

You will be responsible for supporting the development of the strategic procurement plans in your category of spend. These are developed across the Orbis partnership in a collaborative way, and the role-holder will be expected to contribute operational knowledge, experience and lessons learned from previous projects.

You will be expected to collaborate in matrix teams with colleagues in the Category and Commercial and Contract and Supply teams to deliver an end-to-end Procurement service for our stakeholders.

You will be responsible for driving greater value for money from more effective and innovative procurement, advising stakeholders on the most appropriate route to market to deliver a visible impact on service design and strong commercial outcomes.

You will be responsible for delivery of social value from procurement projects, in line with agreed policy.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
