As the Housing Development and Strategy Manager, you will be responsible to develop and maintain a comprehensive housing strategy together with policies to deliver the strategy’s objectives whilst also co-ordinating the council’s enabling services to promote the provision of new affordable housing in the Borough. In addition to this, and through your team, you will lead on the delivery of new-build Council housing including specialist housing.
Lead on the development of Gravesham’s Housing Strategy and its effective implementation and ensure it is underpinned by a sound evidence base, including by assessment of current and future need for affordable housing, undertaking research including comparative standards, benchmarking and good practice
Work closely with other Council Services to support the development of borough policies, strategies and projects aligned with the Housing Strategy
Act as the council’s expert on all aspects of Affordable Housing providing advice and information to internal and external parties as required.
Act as the Council’s ‘Expert Witness’ for planning applications, inquiries or appeals in relation to affordable housing matters, providing evidence relating to affordable housing and represent the authority as required
Assist with the strategic planning, facilitation and delivery of housing provision in the Borough including by use of available funding streams, planning powers, partnerships with Housing Associations and the private sector and development of council owned sites.
Provide appropriate support and advice to internal and external partners in the development of major projects including with the negotiation of Section 106 and other planning agreements, Unilateral Undertakings and Nomination Agreements for Affordable Housing.
Operational responsibility for the Council’s capital new build programme and relevant funding streams, ensuring that money is spent in a timely and efficient manner to support local priorities and in line with any restrictions associated with funding
To oversee the effective management of contractors and interfacing with a variety of third-party suppliers and organisations
To oversee the submission of relevant planning application required to deliver the Council new build programme. This will include presenting applications to Committee when required.
To oversee all aspects of project design, management, regulatory approvals, construction management and financial management as required. To ensure regeneration and development projects are delivered within agreed timescales and financial budgets.
Management of all resources including staff, external professionals and budgets to assist you with delivery of appropriate developments.
Prepare reports and attend meetings including council committees, prepare briefing notes and lead on responses to Government consultation papers.
Ensure all appropriate opportunities for publicity are taken, including contribution to development of publicity material and promotion of the service.
Recent experience of effectively managing staff
Experience of procuring and awarding contracts to develop social and/or affordable housing
Experience of effectively working with partners, external organisations, elected members and local communities
Degree or professional qualification in an appropriate subject such as housing, building, architecture, surveying or planning, or with demonstrable equivalent experience
Good understanding of property development, construction and associated building services
Comprehensive and up to date understanding of the national policy context affecting housing and other capital development, and in particular capital funding arrangements for social housing
Working knowledge of relevant planning and building regulations
Working and up-to-date knowledge of range of affordable housing products
Good understanding of health and safety, particularly as it relates to construction and
High level of political awareness & comprehensive knowledge of the operation of local government
