During the unprecedented times, the Council must look towards every possible avenue with which to drive value from every penny we spend, for the benefit of our residents.
To that aim, the Council have created a permanent role as the Social Value Quality Assurance Specialist, reporting to the Social Value Lead.
The successful candidate will be expected:
- To manage an effective implementation of Social Value Policy that delivers wider financial and non-financial outcomes, including improving wellbeing of individuals and communities, wider social value, and improved environment.
- To drive and support the integration and forward planning of Social Value Strategy in commissioning, procurement and across the organisation.
- To provide leadership and guidance in evaluation and assessment of major procurements to ensure social value outcomes and maximised (increase in local employment and skills outcomes, direct jobs and training opportunities, local labour clauses, apprenticeships, Living Wage, affordable workspaces, local spend, health and wellbeing and community cohesion).
- To promote and socialise the Council social value agenda in line with the key objectives to improve the social, workforce, employment, health, and environmental impacts at all stages of the procurement lifecycle.
The ideal candidate will be expected to have in depth experience of managing social value programmes and projects, working to time, budget and quality in a large organisation using appropriate agile methodologies, techniques, and tools. Experience of building excellent relationships and being able to communicate with a wide variety of stakeholders at the senior level is essential.

The role whilst sitting in the ROI team, as part of Finance & Governance, will be expected to work seamlessly across all directorates, with both internal and external stakeholders.
