The starting salary for this position is £53,018 per annum based on a 36 hour working week.  

Surrey County Council IT & Digital Project Delivery Team has a vacancy for an IT Programme Manager. As an experienced programme manager you will deliver a large, complex programme to support major IT-related change initiatives across the Authority. These will be delivered through the use of internal staff, contractors and third party suppliers.

The Project Delivery Team is part of the Projects and Innovation group responsible for delivering major IT-business solutions across all services of the Authority and a number of external partners. The team comprises a number of Programme and Project Managers.

Our Programme and Project managers are at the centre of a major transformation programme to deliver IT solutions that make the Authority’s staff more mobile, flexible and responsive, providing them with ability to work in partnership with colleagues, other public bodies, agencies and residents, using a variety of IT devices, tools and applications. 

The project is to replace ‘end of life’ Cisco network equipment across our estate of approximately 250 sites in and around the geographic location of Surrey.

Network services are all provided by BT under a managed services contract. BT will be supplying all the equipment and will be undertaking all the technical tasks. This role is to act as the client-side Project Manager, working closely with the BT project managers to:

  • Schedule the on-site work
  • Liaise with Surrey site contacts to manage down time, i.e. to minimize disruption
  • Coordinate site access and equipment deliveries with our property department and site contacts (Some larger sites will need to be done out of hours)
  • Manage inventory to ensure that the correct equipment is available and that inventory information is updated, correct and provided by BT
  • Ensure BT complete all the refresh work and confirm sign off after refresh by site contract
  • Ensure the List of UNICORN sites is updated accordingly
  • Coordinate Surrey's in-house technical team, BT and site contact if there are any issues following refresh
  • Confirm payment upon completion of site migration
  • Liaise with Surrey's asset management team to ensure appropriate and secure disposal of old equipment
  • Record and report on resource utilisation inc. allocated budget and communicate progress to key stake holders

Working with Heads of Services, Business Partners and other key stakeholders, you will develop and agree projects briefs, PIDs, and project and resource plans, and be responsible for the day to day management of projects ensuring completion to agreed cost, time and quality criteria. This will often involve working and negotiating with external suppliers, as well as management of a virtual project team.

You must be an experienced MSP / PRINCE 2 programme /project manager and have experience of managing multi million pound budgets. As a recognised expert in the theory and practice of Programme and Project Management you will develop good project management expertise in others and enhance project management processes in the organisation. 

You will manage virtual project teams and will therefore have good communication, engagement and organisation skills together with credibility in the role. 

The post requires strong influencing skills and the ability to bring together project sponsors (usually senior managers), expert advisers, external consultants, contractors and end users to form an effective team focussed on delivery of the programme.

This is a 6 month secondment / fixed term contract with the possibility of an extension.

The administrative base for this position is Woodhatch Place in Reigate however we do allow working form home and this post is likely to require the post holder to travel throughout the county of Surrey.
